The Senior Product Manager will own the delivery strategy and roadmap for the VA Telehealth portfolio, ensuring alignment with mission priorities. They will serve as the primary point of accountability for product outcomes while coordinating across cross-functional teams and stakeholders.
GovCIO is seeking a Senior Product Manager to own the delivery strategy and continuous improvement of a complex, high-visibility product — or closely related set of products — within the VA Telehealth portfolio. These products are integral to how Veterans and VA clinical staff connect for virtual care, making this a mission-critical role with real impact on daily Veteran health outcomes.
Reporting to the Program Manager, the Senior PM serves as the primary product lead across VA stakeholders, clinical end users, and cross-functional delivery teams, including subcontracted development teams, — executing the VA's product vision with seasoned judgment, executive presence, and a record of owning consequential products in regulated or enterprise environments.
Responsibilities
Own the delivery strategy for an assigned telehealth product or product set, maintaining the roadmap in alignment with VA product vision, mission priorities and Connected Care program goals
Serve as the primary point of accountability for product outcomes, including scope, quality, schedule, and stakeholder satisfaction
Partner with VA stakeholders, clinical subject matter experts, and end users to translate complex operational needs into clear, prioritized product requirements
Provide oversight and strategic guidance to subcontracted development teams executing Agile/Scrum delivery, ensuring sprint execution, backlog health, and release readiness meet the program's established quality standards and processes
Advise on Agile best practices and delivery process improvements across teams; identify and address gaps in Scrum execution, team velocity, or delivery predictability
Manage product planning artifacts — including roadmaps, backlogs, release plans, and integrated schedules — and keep stakeholders informed of progress, risks, and key decisions
Identify, escalate, and drive resolution of cross-team dependencies, risks, and blockers in coordination with the Program Manager
Coordinate across UX, integration partners, infrastructure, and help desk teams to ensure end-to-end readiness and quality at release
Support product launches and change management activities in partnership with training and communications teams
Mentor junior Product Managers and Associate Product Managers on the team
Qualifications
Required Skills and Experience
Bachelor's degree in a technical, business, healthcare, or related discipline
8+ years of progressive product management experience, including at least 3 years in a senior or lead PM role with full end-to-end ownership of a complex, enterprise-level product
Track record of delivering in regulated, high-stakes, or mission-critical environments where product failure has meaningful consequences
Strong working knowledge of Agile/Scrum practices at the team and program level, with demonstrated ability to evaluate delivery performance, advise on improvements, and hold development teams accountable to commitments
Experience managing or overseeing subcontracted or vendor development teams
Proven ability to navigate and influence senior stakeholders, with the confidence to drive alignment across competing priorities and organizational complexity
Excellent written and verbal communication skills, including executive-level reporting and the ability to translate between business and technical contexts
Experience with backlog and delivery management tools such as Jira or Azure DevOps
Clerance Required: Public Trust clearance eligibility
Preferred Skills and Experience
Experience supporting VA or federal health IT programs
Familiarity with VA telehealth workflows, virtual care platforms, or clinical scheduling systems
Experience with Scaled Agile Framework (SAFe), including supporting or leading SAFe adoption or program increment planning
Background in healthcare IT or patient-facing digital health products
Knowledge of healthcare compliance standards such as HIPAA, FedRAMP, or Section 508
Experience with native mobile (iOS/Android) and web product delivery
Familiarity with health data APIs or interoperability standards (e.g., HL7, FHIR)
Background in user experience principles or human-centered design processes
