Senior Instructional Design Reviewer

Position Summary

Harkcon, Inc. is seeking an experienced Senior Instructional Design Reviewer to provide independent instructional-design review, quality assurance, and senior technical support for a federal maritime-security curriculum development and modernization effort.

The Senior Instructional Design Reviewer will support the Lead Instructional Systems Designer by reviewing existing and newly developed instructional products for objective alignment, instructional soundness, design consistency, instructor usability, accessibility, and overall quality. 

This individual will not serve as the primary instructional-design lead. Instead, the Reviewer will provide an independent senior-level perspective at key points in the development lifecycle, identify issues before Government review, and help ensure course products are consistent, usable, and ready for delivery.

Key Responsibilities

• Provide independent senior instructional-design review of existing and newly developed course materials.
• Review instructional products for alignment among course purpose, Terminal Performance Objectives (TPOs), Enabling Objectives (EOs), instructional content, activities, and intended learner outcomes.
• Assess course organization, instructional sequencing, pacing, learner engagement, and adult-learning effectiveness.
• Review instructor guides, student syllabi, presentations, activities, exercises, and supporting curriculum documentation for consistency and usability.
• Evaluate instructor guides for clarity, facilitation practicality, activity instructions, and alignment with presentation content.
• Review slide-level discussion points and instructional guidance for consistency and usefulness to instructors.
• Review interactive PowerPoint features and reference aids for instructional usability and consistency.
• Support quality review of Section 508 considerations and accessible instructional-design practices.
• Review instructional products before Government submission and identify inconsistencies, omissions, or quality issues requiring correction.
• Provide senior guidance to the Lead ISD on complex instructional-design questions when needed.
• Support resolution of Government comments that affect instructional design, objective alignment, course structure, or usability.
• Review updated products following comment incorporation to verify that required changes were correctly implemented.
• Support cross-course consistency in terminology, instructional conventions, document structure, and presentation approach.
• Participate in selected Government or SME working sessions when senior instructional-design review would add value.
• Coordinate closely with the Lead ISD while preserving an independent quality-review function.

Required Qualifications

• Bachelor’s degree in Instructional Design, Education, Training and Development, Educational Technology, Organizational Development, or a related discipline; equivalent directly relevant experience may be considered.
• 7+ years of progressively responsible instructional design, curriculum development, or training-development experience.
• Advanced knowledge of ADDIE or another recognized systematic instructional-design methodology.
• Demonstrated experience reviewing complex instructor-led training and curriculum-development products.
• Strong experience evaluating the alignment of learning objectives, instructional content, activities, and assessments.
• Experience reviewing instructor guides, student materials, presentations, exercises, and curriculum documentation.
• Experience applying adult-learning principles to instructional-design review.
• Ability to identify instructional inconsistencies, usability issues, and design risks and recommend practical corrective actions.
• Strong writing, editing, analytical, and quality-control skills.
• Ability to collaborate effectively with instructional designers, technical SMEs, and Government stakeholders.

Preferred Qualifications

• Master’s degree in Instructional Design, Education, Educational Technology, Adult Learning, or a related field.
• Experience supporting federal training or curriculum-development programs.
• Experience supporting maritime, transportation, security, public safety, military, critical-infrastructure, or law-enforcement training.
• Experience supporting international or culturally diverse learner populations.
• Experience reviewing Section 508-compliant instructional products.
• Experience with interactive or technology-enabled instructional materials.
• Experience conducting formal instructional-design QA or peer review.
• Familiarity with maritime or port-security training environments.
