The Senior HR Specialist will advise management on Federal human capital policies and support organizational change management initiatives. They will also design HR studies, develop dashboards, and analyze data to provide recommendations on staffing, classification, and compensation programs.
Responsibilities
- Advise management on Federal human capital policies, options, and flexibilities to address complex HR issues, program needs, processing challenges, and operational requirements.
- Support organizational change management initiatives, including assessing organizational readiness, increasing awareness, and assisting with implementation of change initiatives.
- Design and conduct HR studies, statistical analyses, reports, dashboards, and special projects for OCHCO leadership.
- Research and evaluate complex Federal HR and Department-wide human capital initiatives.
- Review and analyze new human capital statutes and regulations and provide recommendations related to classification, staffing, compensation, and other HR programs.
- Develop and refine human capital policies, procedures, and programs supporting Department-wide and component-specific requirements.
- Develop strategies and policies supporting employees in both the Competitive and Excepted Service.
- Provide recommendations regarding the implementation of human capital policies and address potential concerns involving Federal HR statutes, regulations, and policies.
- Analyze aggregated HR data and develop reports, analyses, and dashboards for leadership.
- Maintain a daily activity log of completed HR and human capital activities.
Requirements:
- Federal Human Capital/HR Policy Experience: Experience researching, analyzing, developing, and implementing Federal human capital policies, regulations, and programs, particularly within staffing, classification, and/or compensation.
- HR Policy & Analysis Expertise: Strong knowledge of Federal HR statutes and regulations, Competitive and Excepted Service, with experience conducting HR studies, analyzing data, developing reports/dashboards, and advising leadership on complex human capital issues.
