Overview

Nakupuna Companies is seeking a senior-level Executive Business Analyst to join our team of talented consultants. The individual will provide professional business analytical services to the senior leadership of Naval Supply Systems Command (NAVSUP) supporting enterprise business analysis, strategic planning, organizational performance, data-driven decision-making, and executive-level advisory support that aligns with Department of the Navy (DON) priorities while supporting NAVSUP's mission of delivering logistics, contracting, and supply chain capabilities to the Fleet and Joint Force.

Responsibilities

  • Serves as the senior business analyst and trusted advisor to the Commander, NAVSUP, providing strategic analysis, recommendations, and decision support on enterprise-wide initiatives affecting logistics, supply chain management, contracting, financial management, and operational readiness.
  • Supports complex business process analyses to identify organizational inefficiencies, operational risks, and opportunities for process improvement across NAVSUP headquarters and subordinate activities in support of NAVSUP’s Campaign Plan.
  • Conducts comprehensive qualitative and quantitative analyses of organizational performance, operational metrics, workforce data, financial information, and supply chain performance to support executive decision-making.
  • Supports and provides executive-level recommendations for executive-level reports, strategic assessments, dashboards, white papers, briefing materials, and recommendations for senior Navy leadership, Department of War (DOW) stakeholders, and external agencies.
  • Collaborates with functional leaders to identify mission requirements, assess business needs, and develop innovative solutions that improve operational effectiveness, organizational performance, and mission readiness.
  • Supports enterprise business transformation Business Process Reengineering (BPR), continuous process improvement, and organizational change management initiatives.
  • Evaluates the effectiveness of programs, policies, and organizational initiatives through data analysis, performance measurement, benchmarking, and outcome assessments.
  • Supports data integration from multiple business systems to develop meaningful performance indicators, predictive analyses, and strategic insights supporting NAVSUP strategic Campaign Plan objectives.
  • Advises senior NAVSUP leadership on emerging trends, risks, and opportunities impacting logistics, acquisition, supply chain operations, workforce management, and resource allocation.
  • Supports the coordination of cross-functional working groups involving military personnel, civilian employees, contractors, and external stakeholders to resolve complex organizational challenges.
  • Supports business case development, cost-benefit analyses, return-on-investment studies, and implementation strategies supporting new initiatives and resource investment decisions.
  • Reviews and provides recommendations for proposed policies, directives, and organizational changes to evaluate operational impacts, identify implementation risks, and recommend mitigation strategies.
  • Supports developing and establishing performance measures and governance processes to monitor program effectiveness and ensure alignment with DON strategic goals and NAVSUP priorities.
  • Supports and provides recommendations on business analysis methodologies, organizational assessment techniques, and performance management practices, providing guidance, analysis and recommendations.
  • Represent NAVSUP in executive meetings, integrated product teams, strategic planning sessions, and interagency working groups involving senior DOW and Federal officials.
  • Keep Nakupuna Companies team abreast of any issues of potential impact to achievement of client mission.
  • Performs other related duties as assigned.

Qualifications

Skills/Qualifications: The ideal candidate is able to multi-task, is highly organized, has great attention to detail, and has some data analysis skills. Specifically, the ideal candidate will be familiar with and have experience with the following technical knowledge, skills, and abilities:

  • Expert knowledge of business analysis methodologies, strategic planning, organizational performance management, and executive decision support.
  • Advanced knowledge of federal business operations, logistics, acquisition, supply chain management, and financial management principles.
  • Knowledge of DOW and DON organizational structures, policies, and strategic objectives.
  • Expertise in data analytics, statistical analysis, business intelligence tools, and performance measurement techniques.
  • Knowledge of business process improvement methodologies and organizational change management.
  • Skill in presenting complex analytical findings to senior executives and translating technical information into actionable recommendations.
  • Ability to prioritize, multi-task, plan, problem-solve, and adapt in a fast-paced and strategic environment under minimal supervision.

Education and Experience:

 

  • A Master’s degree from an accredited institution is preferred.
  • Minimum of 20 years of combined Federal executive, DOW, and Joint Operations leadership experience advising and supporting senior military and senior executive service officials.

 

Location: This position may be performed remotely with travel to NAVSUP Headquarters and/or other locations as required.

 

Clearance Requirements: Must be a U.S. Citizen with the ability to obtain a government-issued CAC and possess a Secret clearance.

 

Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
