Senior Consultant, Medicaid Funding and Acquisition

Overview

BerryDunn is seeking an experienced Senior Consultant, Medicaid Funding and Acquisition to join our Medicaid Practice Group within our Consulting Team. This position is planned to serve state Medicaid agency clients across the country and support engagements (primarily Delaware and Puerto Rico) focused on Medicaid financing, planning, procurement, and implementation activities.

You will support engagement leads and project teams that assist state Medicaid agencies with Advanced Planning Document (APD) narrative and budget development, Outcomes-Based Procurement (OBP) planning and execution, stakeholder coordination, research, and related advisory services. In this role, you will take ownership of assigned tasks, work packages, and smaller workstreams; develop and review client-ready deliverables; coordinate with junior team members when needed; and help clients navigate Centers for Medicare & Medicaid Services (CMS) funding and procurement expectations under the direction of engagement/project leadership.

The ideal candidate brings strong Medicaid consulting, writing, analytical, and client-service skills, with the ability to operate independently within defined assignments while escalating questions, risks, and decisions appropriately. Successful candidates will be comfortable managing multiple tasks, facilitating portions of meetings, synthesizing complex information, identifying risks and dependencies, and producing high-quality deliverables that support Medicaid program modernization and related funding and acquisition efforts.

Travel Expectations: This role may require up to 25% travel to support client engagements, including on-site meetings, planning sessions, procurement activities, and key project milestones for assigned state or territorial Medicaid clients.

You Will

• Support the development of APD narratives, Medicaid Detailed Budget Tables, budget documentation, and other CMS submission materials, taking ownership of assigned sections or work packages.
• Support engagement/project leads by researching and applying APD processes, Medicaid funding strategies, cost allocation considerations, and federal compliance expectations.
• Support OBP activities, including procurement planning, requirements gathering, stakeholder engagement, document development, vendor question responses, evaluation support, and related acquisition activities.
• Develop, review, and refine client deliverables, presentations, reports, meeting materials, procurement documents, and supporting artifacts.
• Facilitate client, vendor, and internal team meetings; communicate findings, recommendations, risks, and decisions clearly to project leadership and client stakeholders.
• Manage assigned tasks, small workstreams, timelines, action items, risks, issues, decisions, deliverables, and milestones in coordination with the engagement lead or project manager.
• Coordinate with project teams to research, analyze, and synthesize Medicaid policy, procurement, funding, operational, and technical information.
• Coordinate with and provide task-level guidance to junior team members when appropriate, including reviewing assigned work products and providing feedback for quality and consistency.
• Identify opportunities to improve APD, procurement, and project delivery methodologies and contribute to practice-wide knowledge sharing.
• Participate in firm-wide initiatives, including internal process improvement, staff development, and business development efforts.

You Have

• Bachelor’s degree (BA/BS) in a related field; five years of applicable experience may be substituted for degree requirements.
• 5-10 years of experience supporting Medicaid agencies, health and human services programs, public sector consulting, procurement, project management, or related advisory services.
• 3-5 years of experience developing or reviewing clear, concise, and professional written deliverables, including APDs, reports, proposals, procurement documents, policies, business documents, or similar materials.
• Demonstrated leadership experience and a desire to step into a service and team-oriented leadership role.
• Demonstrated understanding of CMS APD and procurement requirements, Medicaid funding mechanisms, budgeting, procurement and contracting life cycles, and federal compliance standards.
• Strong task management, organizational, analytical, research, and problem-solving skills, with the ability to independently advance assigned responsibilities while coordinating with project leadership.
• Ability to manage multiple assignments, prioritize competing deadlines, and work effectively in a fast-paced client-service environment.
• Strong written and verbal communication skills, including the ability to facilitate meetings and communicate with clients, vendors, project teams, and executive-level stakeholders.
• High degree of proficiency with Microsoft Excel, Word, PowerPoint, and SharePoint.
• Demonstrated initiative, sound judgment, attention to detail, and commitment to quality.
• Interest in mentoring junior staff and contributing to practice development, internal process improvement, and business development activities.

Compensation Details

The base salary range targeted for this role is $120,000-$140,000. This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications more than the minimum requirements for this posting, that applicant is encouraged to apply, and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
