SCOPES Project Lead

The Opportunity:

CACI is seeking a Project Lead to manage a Section 333 Security Cooperation capacity building project for the SOUTHCOM SCOPES program. The Project Lead will deliver Spanish-language online training modules for the Colombian military and security forces focusing on Information Security and security related topics.

The modules shall reflect existing Colombian security regulations and will be designed to reinforce Colombian security policies for the handling of unclassified and classified information and operations security. The modules will be delivered as instructional material via Colombian educational platforms.  The Project Lead will execute this project in close coordination with mission partners, partner nations, allies, and SOUTHCOM Staff to foster education and increase the level of security being applied to the Colombian and other host nation security enterprises.

Responsibilities:

• Collaborate with the country team, mission partners, contractors, local vendors, the partner nation, and SOUTHCOM Staff to establish a project aimed at developing online training modules.
• Establish milestones, determine intermediate and final products, and submit deliverables for USG inspection: Assessment of Academic Platforms, Video Story Board, Training module selection/decision tree, Test Outline and Procedures, Training for course instructors, Technology Concept.
• Seek, select, partner with, oversee, and fund a Colombian subcontracted company to execute this project to drive Colombian ownership and establish product credibility with its users.
• Work with Colombian Ministry of Defense and Joint Command policy makers on critical aspects of the content to ensure it meets Colombian network access and security policies and/or regulations.
• Develop and maintain a quality control plan to ensure services are performed in accordance with the performance work statement.
• Prepare and maintain work plan to achieve content development milestones.
• Travel to Colombia, as required, to coordinate with Colombian stakeholders, synchronize product delivery, collaborate with MilGp Colombia.
• Observe appropriate U.S. and Colombian military customs and courtesies, rank structures, cultural considerations, and professional protocols.

Qualifications:

Required: 

• Five (5) years of experience developing military training/training with information operations and security program experience.
• DLPT 2+/2+ or superior score in Spanish. Fluent proficiency in reading, writing, and speaking Spanish is essential.
• Demonstrated experience educating and training military forces in the U.S. and abroad.
• Ability to work from home, SOUTHCOM headquarters, the US Embassy in Bogota, contractor facilities, or Colombian military facilities as needed.
• Ability to develop cost estimates, vendor comparisons, scope, schedules, and technical recommendations.
• Experience working with military, government, law enforcement, or equivalent organizations.
• Ability to work independently and as part of a team in an overseas field environment and communicate effectively with technical personnel and senior leadership.
• Strong written reporting and documentation skills.
• Strong computer literacy and proficiency in Microsoft Office Suite products, SharePoint, NIPR, and relevant computer systems.
• U.S. passport with an expiration date greater than six months and ability to travel throughout Colombia, including remote areas.
  

Desired:

• Prior U.S. military security cooperation experience in Colombia and/or SOUTHCOM.
• Previous experience working with foreign military / host-nation partners, particularly in Latin America or the Caribbean.
• Experience managing subcontractors using the Spanish language.
• Familiarity with COLMIL/COLAR INFOSEC, PERSEC, PHYSEC, and OPSEC policies from the Colombian Ministry of Defense down to the Colombian Service level.
• A fundamental understanding of Program Management Office operations and management.
• Experience with general educational concepts, adult learning model methodology for military members, and facilitating military training.
• Experience developing and/or producing online courses.
• Experience developing testing procedures and accountability to include testing formats and proposed questions (how the tests scores are compiled and recorded).
• Experience developing online course content video story boards (content within videos).
• Experience producing video content (film, artificial intelligence, and/or animation).
