The Regulatory Product Manager defines and delivers product capabilities for postal compliance and presort optimization solutions. This role leads the consolidation of presort engines while managing the roadmap and technical requirements for USPS regulatory updates.

Job Objective

The Regulatory Product Manager is responsible for defining, prioritizing, and delivering product capabilities for BCC Software solutions that support USPS regulatory rate case cycles, postal compliance, and mail presort optimization. This role manages new feature functionality and technical requirements across products used by small businesses through enterprise-level sortation operations, ensuring customers can confidently prepare, sort, document, and submit mail in alignment with USPS regulations, rate changes, Domestic Mail Manual requirements, Mail.dat/Mail.XML updates, and evolving industry standards.

The role will also lead product strategy and requirements for consolidating three presort engines into a single modern presort engine, balancing customer migration needs, technical architecture, regulatory readiness, operational continuity, and long-term platform scalability.

Essential Functions

  • Own the roadmap for presort and postal regulatory capabilities, including USPS rate case, pricing, labeling list, Mail.dat/Mail.XML, and compliance updates.
  • Translate USPS rules, DMM requirements, postal releases, industry guidance, and customer needs into clear requirements, acceptance criteria, and priorities.
  • Manage features for mail preparation and presort products, including sortation logic, discounts, palletization, co-mail, entry points, carrier route, eDoc, and reporting by serving as product owner for multiple engineering teams to complete necessary updates in a timely manner.
  • Lead consolidation of three presort engines into one by defining outcomes, migration strategy, capability parity, technical needs, sequencing, and success measures.
  • Partner with engineering, QA, postal affairs, support, implementation, sales, marketing, and leadership to deliver compliant releases.
  • Engage customers, mail service providers, printers, production mailers, industry partners, and USPS-related contacts to validate needs and direction.
  • Balance requirements across small business, mid-market, and enterprise sortation products with varying workflow, integration, performance, and reliability needs.
  • Define technical requirements for presort processing, including data handling, validation, algorithms, performance, certification, auditability, documentation, exceptions, and integrations.
  • Prioritize the backlog based on deadlines, customer value, compliance risk, effort, revenue impact, readiness, and strategy.
  • Coordinate release readiness for rate case and out-of-cycle postal updates, including sign-off, release notes, training, customer communications, support enablement, and triage.
  • Monitor performance, adoption, defects, compliance risk, and feedback to guide continuous improvement and roadmap decisions.
  • Serve as a presort product SME, explaining capabilities and postal change impacts to internal and customer-facing teams.
  • Participate in industry and USPS-led workgroups, including negotiable travel for regular onsite meetings throughout the year.

Qualifications

  • Bachelor’s degree in business, computer science, information systems, engineering, operations, logistics, or related field; equivalent experience considered.
  • 5+ years in product management, product ownership, business analysis, or similar software product role, preferably in postal, logistics, compliance, or regulated technology.
  • Strong understanding of USPS mail preparation, presort, postal discounts, rate cases, DMM requirements, and eDoc workflows, or ability to quickly build expertise.
  • Experience defining technical requirements for complex software, including data flows, integrations, processing engines, rules logic, performance, and release dependencies.
  • Ability to lead product modernization or platform consolidation, including migration planning, stakeholder alignment, risk management, and phased delivery.
  • Ability to convert regulatory, operational, and technical information into actionable requirements and clear stakeholder communications.
  • Experience with agile teams or Scrum Framework, including roadmap planning, backlog refinement, sprint planning, acceptance testing, and release readiness.
  • Strong analytical, prioritization, problem-solving, and decision-making skills across regulatory, customer, technical, and business tradeoffs.
  • Excellent written and verbal communication skills for executive, technical, customer-facing, and external audiences.
  • Customer-focused mindset with experience gathering feedback across small business, mid-market, and enterprise users.

Preferred Experience

  • Experience with presort software, postal optimization, Mail.dat, Mail.XML, PostalOne!, Intelligent Mail barcode, PAVE certification, or USPS compliance releases.
  • Experience with commercial printers, high-volume production mailers, mail service providers, or distributed mail processing environments.
  • Familiarity with portfolios spanning small business applications and enterprise platforms.
  • Experience planning releases for time-sensitive regulatory or compliance updates.
