Job Summary:

The Protective Services Review Team (PSRT) is responsible for ensuring alleged perpetrators receive due process rights prior to the recording of the individuals’ name in the Department of Child Safety (DCS) Central Registry. This position will review all abuse and/or neglect findings from all regions. The Regional Review Specialist (RRS) is primarily responsible for determining if probable cause has been established by the investigation team after a finding has been proposed for substantiation.

Job Duties:
  • Staffs each appeal request with PSRT Management. Prepares exhibit packets containing evidence reviewed and to be used in hearings. Attends and testifies at court hearings on behalf of the department. Consults and prepares for hearings with the Assistant Attorney General’s Office. Maintains regular contact with appellants and their legal counsel.
  • Ensures proposed substantiated findings meet statutory guidelines prior to entry into the DCS Central Registry. Determines whether a finding and evidence review has met the necessary burden of proof for an administrative hearing.
  • Reviews and processes all proposed substantiated findings from all regions. Reviews appeal requests from alleged perpetrators/appellants.
  • Researches dependency documentation prior to processing the proposed findings. Visits field units for technical assistance and informational sessions. Composes correspondence and maintains regular contact with stakeholders.
  • Other duties as assigned.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Federal and state statutes, rules, regulations and directives pertaining to the program responsibilities and activities of DCS
  • Computer software programs to include Microsoft Suite, Tableau, Excel, Guardian
  • Child welfare practices
  • Policies pertaining to abuse and neglect of children
  • Investigative methods and data/evidence collection
  • DCS Management System

Skills in:

  • Verbal and written communication
  • Maintaining Excel spreadsheets
  • Establishing and maintaining effective working relationships
  • Providing technical assistance and guidance

Ability to:

  • Learn and adhere to DCS policies and procedures
  • Learn and adhere to state and statues related to child welfare
  • Understand and interpret service levels
  • Apply agency procedures, rules and regulations
  • Complete Public Access research for court documentation
Selective Preference(s):

Bachelor's Degree from an accredited college or university and three (3) years of DCS Specialist experience in investigations.

Pre-Employment Requirements:

The ability to secure and maintain clearance from the DCS Central Registry.

Positions in this classification participate in the Arizona State Retirement System (ASRS). Enrollment eligibility will become effective after 27 weeks of employment.
