Regional Advisor, Health Financing

The Regional Advisor, Budget Advocacy Accelerator will provide technical assistance working collaboratively with GHAI’s Health Systems Strengthening team, including in-country consultants and grantee partners. The Regional Advisor will refine coursework objectives and goals, develop training materials, identify curriculum participants, and plan training sessions to build advocacy skills for health security and noncommunicable disease prevention among CSOs working on public health policy in specific low- and middle-income countries in Africa and Asia. The goal is to grow a strong budget advocacy presence at the national and subnational levels and improve advocacy effectiveness, highlight the impact of advocacy coalitions, and increase the use of media. This position will also provide technical assistance to governments for other health financing projects related to NCDs, health systems and epidemic preparedness. This position will collaborate closely with the GHAI Health Systems Strengthening and Core team. This position is open to applicants located in North America, Africa, or Asia. Candidates must be available to work during the core business hours of Washington, DC.

Key areas of focus include:

Accelerator Curriculum development and CSO selection. 

• Collaborate with GHAI to develop and implement Accelerator structure and programming in support of GHAI Health SystemsStrengtheningpolicyobjectivesthrough online and in-person workshops and technicalassistance.
• Assistin the CSO selection process for the Accelerator, including reviewing applications, developingselectrioncriteria, conductingcandidate interviews.
• Support theplanningof the CSO Accelerator,including program launch, relatedlogistics, and materials.
• Refine courseworkobjectives, plan training sessions, and developtraining materials,includingcoursework geared to selected audiences, such as youth advocates.
• Work with GHAI’s in-country coordinators and HSS program grantee partners in the formulation of the curriculum presentations, strategies, and activities. 
• Provide technicalassistanceto CSOs participating in the Accelerator program, including reviewing assignments, supporting the development of advocacy materials, andleading bi-weekly one-on-one meetings throughout the capstone project period
• Adviseoncomponents of the budget advocacyfacilitator’s guideand supportthe planning and execution ofwebinars andin-persontraining sessions.

Technical expertise in policy and budget advocacy supporting CSOs and governments

• Apply a strong working knowledge of national level political and administrative systemsin Africa and Asia, and players toidentifyopportunities tosupport CSOs toadvocate for increased domestic financingfor NCDs 
• Develop and apply a deep understanding of budgetary issues related to immunizations and primary health care; closelymonitorand report new developments throughout the budget cycle. 
• Facilitate regular, in-person meetings with partners, and telephone meetings between partners and GHAI. 
• Continuously appraise the policy landscape, including potential opposition, to ensure that partners are taking advantage oftimelyopportunities. 
• Apply in-country experience in Asia and Africa

• Expertisein supporting CSOs and governments in budget sustainability efforts. 

Representation and reporting 

• Represent GHAI at key meetings with partners and policymakers to ensure that GHAI policy positions and priorities are fully communicated to all stakeholders. 
• Hold regular strategy discussions and progress meetings with GHAI’shealth financing and HSS teamto assess and guide work progress. 
• Perform duties as requested by the GHAI team to further program goals andobjectives. 
• Produce quality andtimelyreports and papers on activities and other deliverables for the assigned portfolio of work and report against established targets. 
• Facilitate regular, in-person meetings with partners, and telephone meetings between partners and GHAI. 
• Raise the profile of GHAI within the context of amplifying the CSO Budget Advocacy Accelerator.
• Travel as needed toparticipatein regional and global eventsrepresentingGHAI. 

Development of Health Financing reports and white papers 

• Coordinatetoproducematerialsincluding the development of the curriculum andotherrelatedreports and publications.
• Work with GHAI’s communications team to elevate public awareness of the CSO Accelerator 
• Contribute toother health financing projects including but not limited to government technicalassistanceand health taxes. 
• Contribute tobudget advocacy and health financing reports and position papers.

The ideal candidate will have: 

• 10–15 years of progressive experience in health financing and budget advocacy, with a strongtrack recordof supporting health sector financing initiatives in low- and middle-income countriesin Asia and Africa
• Deep understanding of budget advocacy and health financing in low- and middle-income countries. 
• Experience coordinating multi-faceted and complex projects related to policy change in global health, including ability to anticipate issues, develop pro-active solutions, and follow-up and meet deadlines and deliverables

• Understanding of the tools and practices needed to influence public health policy in middle- and low-income countries, especially in Latin America, Asia and Africa, and experience working with in-country organizations in Africa and Asia
• Experience working closely with governments, CSOs and technical partners in Asia and Africa
• Proven ability to coordinate work across multiple stakeholders with sensitivity to the political dynamics
• Familiarity with multilateral and bilateral partners in global health

• Experience working at the international level and in cross-cultural settings, and the ability to travel internationally up to 20%;
• Strong written and oral communications skills, including the ability to write donor reports;
• Fluency or working knowledge French in addition to English is preferred.  Other Asian/African language abilities will be viewed favorably
• Consultative and collaborative approach; comfort working across a large and complex

international NGO on complex policy issues. 

• Bachelor’s degree in public policy, economics, finance, public health orotherrelevantfield. Advanced degree preferred.
• International Travelwillberequired.
