About the role of the Proposal Development Specialist II position

As a Proposal Development Specialist II, you'll transform ideas, data, and expertise into compelling proposals that influence key business decisions and drive growth. In this role you'll lead the development of persuasive RFIs, consultant surveys, and RFP responses for mid-market opportunities, showcasing the innovative solutions and exceptional service that set Premera apart.

 This is a highly visible position that combines strategic thinking, creative storytelling, and cross-functional collaboration. You'll work closely with subject matter experts throughout the organization to develop winning proposals—from initial planning and content strategy to final production and delivery. What you’ll do:

  • Plan, write, and manage multiple RFP/RFI requests simultaneously under tight timelines, compiling and organizing information from various functional areas to write compelling, comprehensive, and persuasive responses to the requests which speak directly to prospects’ needs and preferences. Proposals consider all written aspects of the responses, including content, style, consistency, tone, appearance, and accuracy.
  • Ensure accurate and appropriate responses by working collaboratively with representatives from multiple functional areas, including Sales, Product Development, Research, Medical Management, Operations, eBusiness, IT, Legal and Corporate Communications.
  • Work as part of a creative team to execute concepts through final product such as final proposal or finalist presentation.
  • Shares responsibility as a member of the team for ensuring response data housed in the team database is appropriate, up to date and relevant per each line of business (LOB).
  • Leads efforts to help win new business and retain existing strategic accounts for Premera and its affiliates.
  • Provide assistance on projects led by other team members.
  • Provide editorial consulting services to other departments to ensure consistency and accuracy of messages across LOBs.
  • Perform other duties as assigned.

What you’ll bring:

  • Bachelor’s Degree in Business, Journalism, Marketing, Communications, or English, or four (4) years’ professional experience in one of the above areas. (Required)
  • Three (3) years’ professional writing experience for marketing, public relations or business communications to include: Two (2) years’ experience in RFP/RFI writing or professional business writing. (Required)
  • Four (4) years’ experience in writing responses to RFP/RFI requests. (Preferred)
  • Four (4) years’ experience in healthcare, preferably in health insurance. (Preferred)
  • Experience leading cross-functional and cross-regional teams to identify key strategic issues, create solutions and implement actions regarding strategic RFPs/RFIs.
  • Strong persuasive writing style/skills including excellent proofreading and editing skills.
  • Excellent planning and problem-solving abilities.
  • Interpersonal skills and ability to develop and maintain productive relationships with peers and company leadership.
  • Ability to work well under pressure and meet deadlines.
  • Strong innovation to learn, willingness to be a team player yet operate independently as required.
  • Ability to assimilate new technical information quickly.
  • Understanding of typography, working knowledge of professional publishing and presentation software.

The pay for this role will vary based on a range of factors including, but not limited to, a candidate’s geographic location, market conditions, and specific skills and experience.

The salary range for this role is posted below; we generally target up to and around the midpoint of the range.

National Salary Range:

$80,200.00 - $103,700.00

National Plus Salary Range:

$80,200.00 - $118,300.00

*National Plus salary range is used in higher cost of labor markets including Western Washington and Alaska.
