Position Overview

AET Federal, Inc. is seeking an experienced Project Manager to support an anticipated U.S. Department of Education contract. The Project Manager will oversee operations and maintenance support for the Department’s Correspondence Tracking System, an Appian Cloud-based application supported by a MySQL database.

This individual will manage contract activities, coordinate technical resources, maintain communication with Government stakeholders, and ensure the successful execution of application maintenance, security, help desk, break-fix release, and reporting requirements.

This is a key personnel position contingent upon contract award and Government approval.

Key Responsibilities

  •  Manage the day-to-day execution of contract activities, deliverables, schedules, resources, risks, and performance requirements. 
  •  Serve as a primary point of coordination among AET personnel, Department of Education stakeholders, the Contracting Officer’s Representative, the Federal Project Manager, the Information System Security Officer, OCIO personnel, and Appian representatives. 
  •  Develop and maintain an integrated project baseline covering schedules, resource utilization, deliverables, and performance throughout the contract lifecycle. 
  •  Establish and maintain the project schedule, risk registry, action items, and mitigation plans. 
  •  Coordinate Appian application operations, maintenance, troubleshooting, user support, minor enhancements, and break-fix releases. 
  •  Oversee the Jira backlog and work with Government stakeholders to prioritize issues, defects, and enhancement requests. 
  •  Support Agile planning, backlog refinement, release prioritization, status reviews, and incremental delivery. 
  •  Ensure application changes progress through Development, Test, and Production environments using controlled change-management processes. 
  •  Coordinate functional, integration, and regression testing and ensure test results and defects are reported using quantifiable metrics. 
  •  Monitor help desk responsiveness, application availability, open and closed issues, issue aging, root causes, and other service-performance measures. 
  •  Coordinate weekly or biweekly meetings with program staff to review outstanding issues, priorities, risks, and upcoming activities. 
  •  Support efforts to maintain the application’s Authorization to Operate, including coordination with security personnel and maintenance of required cybersecurity documentation. 
  •  Coordinate vulnerability remediation, security updates, configuration changes, and responses to Government security inquiries. 
  •  Prepare and deliver project schedules, risk registries, help desk reports, status updates, briefings, and other required project-management documentation. 
  •  Ensure the team complies with applicable Federal security, privacy, records-management, accessibility, and Department of Education requirements. 
  •  Support annual operational analyses and Federal IT investment reporting activities, as required. 
  •  Maintain continuity of operations and coordinate transition-out activities if requested by the Government. 
Required Qualifications

  •  Project Management Institute certification, such as the Project Management Professional certification; a comparable project-management certification; or equivalent demonstrated project-management experience. 
  •  Current Appian certification applicable to the assigned Project Manager role. 
  •  At least three years of experience supporting Federal Government information systems of similar size, scope, complexity, and technical environment. 
  •  Demonstrated experience managing application operations, maintenance, enhancement, and technical-support activities. 
  •  Experience managing project schedules, resources, risks, deliverables, performance metrics, and stakeholder communications. 
  •  Experience coordinating multidisciplinary teams that include developers, system administrators, security personnel, help desk staff, testers, and business stakeholders. 
  •  Experience using Jira or a comparable platform to manage backlogs, defects, user requests, and application-development work. 
  •  Knowledge of Agile delivery practices, controlled application releases, testing, and change management. 
  •  Strong written and verbal communication skills, including experience preparing reports and presenting technical or program information to Government stakeholders. 
  •  Ability to work collaboratively with Federal program, acquisition, security, and technical personnel. 
Preferred Qualifications

  •  Active Project Management Professional certification. 
  •  Appian Certified Associate Developer, Senior Developer, Lead Developer, or other role-appropriate Appian certification. 
  •  Experience managing an Appian Cloud-based Federal application. 
  •  Experience supporting applications that use MySQL or similar relational databases. 
  •  Experience supporting Federal Authorization to Operate activities, security controls, vulnerability remediation, or cybersecurity documentation. 
  •  Familiarity with Cyber Security Assessment Management or comparable Federal governance, risk, and compliance systems. 
  •  Experience with Section 508 accessibility, Federal privacy requirements, and records-management requirements. 
  •  Experience managing help desk operations and reporting service metrics, including response times, uptime, issue aging, and root-cause trends. 
  •  Experience supporting Federal IT investment reporting, Technology Business Management, or FITARA-related activities. 
  •  Previous experience supporting the U.S. Department of Education or another Federal civilian agency. 
Work Schedule and Other Requirements

  •  Must be available to support program activities during the Department’s normal business hours of 9:00 a.m.–5:30 p.m. Eastern Time, Monday through Friday
  •  Must be authorized to work in the United States. 
  •  Must be able to satisfy all contract-specific background investigation, suitability, security, and system-access requirements. 
  •  Employment is contingent upon contract award, Government approval of key personnel, and successful completion of applicable pre-employment requirements.
