Position Overview
REMS is seeking a Project Controls Specialist / Scheduler to own schedule integrity, cost reporting, and earned value management across a portfolio of utility capital projects. This is a dedicated project controls role — distinct from project management — focused on building and maintaining master schedules, producing accurate financial forecasts, and supporting the recurring reporting cycles that our utility clients require. It's a strong fit for someone who enjoys the analytical, detail-driven side of project delivery and takes pride in audit-ready, on-time reporting.
Key Responsibilities
Develop and maintain a comprehensive Project Master Schedule using the client's standard work breakdown structure (WBS); update baselines after each project phase authorization
Cost-load the Master Schedule and align it to bid sheets and schedules of values
Request, review, validate, and integrate contractor and stakeholder schedules into the detailed Master Schedule; support baseline review conferences
Submit periodic schedule files (Primavera P6) with required written narratives — reporting methodology, critical path summary, progress, and mitigation plans for delays
Provide Earned Value (EV) Management performance metrics as required by the client's project controls team
Perform forecast reviews and updates in support of client budgeting/forecasting cycles
Provide clear financial variance analysis (schedule and cost) to support budgeting and forecasting
Support contract reconciliation and change order review meetings/tracking
Review contract spending reports and support contract/purchase order close-out activities
Review project invoices and recommend disposition based on project budget status
Required Qualifications
4+ years in project controls, scheduling, or cost engineering, ideally on utility or heavy infrastructure capital projects
Hands-on proficiency with Primavera P6 (required) — schedule building, baselining, and reporting
Working knowledge of Earned Value Management (EVM) methodology
Experience with cost forecasting and variance analysis cycles
Strong Excel skills and comfort producing recurring, audit-ready reporting packages
High attention to detail and comfort with deadline-driven reporting cadences
Preferred Qualifications
Direct experience with a regulated utility's forecasting and reporting cycles
PMI-SP (Scheduling Professional) certification or similar
Experience supporting change order tracking and contract reconciliation on utility construction contracts
