We are seeking a Journeyman Program Analyst to provide program management, acquisition, and analytical support to PMA-207, supporting the program office's efforts to manage and execute complex aviation programs and Foreign Military Sales (FMS) requirements. The successful candidate will work closely with government program managers, IPT leads, engineers, logistics personnel, financial analysts, and other stakeholders to support program execution and ensure requirements, schedules, resources, and deliverables remain aligned with program objectives. The ideal candidate will have experience supporting Department of Defense or Department of the Navy programs, with a strong understanding of program management principles, acquisition processes, and the ability to analyze and communicate programmatic information to government leadership.

This position may allow for remote work; however, employees must be able and willing to travel and provide in-office or on-site support as required by customer requirements, project demands, or business needs.

Duties:

  • Provide program management and acquisition support to PMA-207 program leadership and Integrated Product Teams (IPTs).
  • Develop, maintain, and analyze program schedules, action item trackers, status reports, briefings, and other program management products.
  • Collect, analyze, and consolidate programmatic information from multiple stakeholders to support leadership decision-making.
  • Monitor program cost, schedule, performance, and risk, identifying potential issues and recommending courses of action.
  • Support the development and preparation of program reviews, technical interchange meetings, milestone reviews, and other program management forums.
  • Track program requirements, milestones, deliverables, and commitments to ensure timely execution.
  • Support the development and maintenance of program documentation, correspondence, briefing materials, and acquisition documentation.
  • Assist with program financial management activities, including funding execution, budget tracking, obligations, expenditures, and variance analysis.
  • Support the preparation of acquisition and program documentation in accordance with applicable DoD, DON, and NAVAIR policies and procedures.
  • Assist with Foreign Military Sales (FMS) program activities, including tracking program requirements, schedules, deliverables, and customer actions.
  • Coordinate with internal and external stakeholders to obtain required information and resolve programmatic issues.
  • Identify trends and provide analytical assessments to support program planning and execution.
  • Support risk management activities, including identification, tracking, mitigation planning, and reporting.
  • Prepare executive-level briefings, spreadsheets, reports, and other analytical products for government leadership.
  • Maintain effective communication with government and contractor personnel across multiple functional areas.
  • Perform other program management and analytical duties as assigned.

Required Education:

  • Bachelor's degree in business, management, program management, engineering, finance, or a related field.

Substitution Language:

  • Associate’s Degree plus two (2) years additional work experience performing 
    duties described in the functional description of the labor category may be 
    substituted for a Bachelor’s Degree. 
    OR
  • Four (4) years additional work experience performing duties described in the 
    functional description of the labor category may be substituted for a 
    Bachelor’s Degree.

Required Experience:

  • 3+ years of relevant professional experience, preferably supporting DoD, DON, NAVAIR, or another federal acquisition organization.
  • Experience supporting program management, acquisition, or analytical functions within a government or defense environment.
  • Strong analytical, organizational, and problem-solving skills.
  • Demonstrated ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office products, particularly Excel, PowerPoint, and Word.
  • Ability to develop professional briefings, reports, spreadsheets, and program management documentation.
  • Ability to effectively interact with government customers, senior leadership, and contractor personnel.

Preferred Qualifications:

  • Experience supporting NAVAIR or PMA programs.
  • Experience supporting PMA-207 or aviation Foreign Military Sales programs.
  • Familiarity with KC-130J, C-130J, C-20, or related aviation systems/programs.
  • Experience supporting FMS case execution and coordination with international customers.
  • Familiarity with DoD acquisition and program management processes.
  • Experience with Navy ERP or other DoD financial management systems.
  • Experience with program scheduling and tracking tools.
  • Familiarity with Earned Value Management, financial execution, risk management, and acquisition documentation.
  • Experience preparing executive-level program briefings and status reports.
  • Active DoD security clearance.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $44,824.00-$90,000.00 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems’ total compensation package.
