Overview
Quarterhill is seeking a detail-oriented and customer-focused Payroll Specialist to support the accurate, timely, and compliant delivery of payroll services across our U.S. and Canadian operations. This fully remote position, based in the United States, serves as a key resource for employee payroll inquiries and plays an important role in payroll administration, timekeeping support, and prevailing wage compliance reporting.
Working closely with internal stakeholders and senior payroll team members, the Payroll Specialist will help ensure payroll processes are executed efficiently while maintaining the highest standards of accuracy, confidentiality, and regulatory compliance.
Responsibilities
Payroll Administration
- Support day-to-day payroll processing activities for U.S. and Canadian employee populations.
- Apply payroll policies and procedures while ensuring compliance with federal, state, provincial, and local regulatory requirements.
- Assist with payroll-related reporting and documentation for internal and external stakeholders.
- Support year-end payroll activities, wage rate updates, payroll reconciliations, and system maintenance efforts.
- Maintain payroll records and employee data in accordance with company policies and applicable privacy regulations.
Employee Support
- Serve as the primary point of contact for employee payroll inquiries.
- Respond to payroll-related questions in a professional, timely, and customer-focused manner.
- Research and resolve payroll issues while ensuring compliance with company policies and procedures.
- Partner with Human Resources, Finance, Operations, and other internal teams to support payroll-related requests and initiatives.
Compliance and Reporting
- Generate Compliance Payroll Reports (CPRs) and perform quality assurance reviews to ensure accuracy and contractual compliance.
- Distribute finalized compliance reports to clients, prime contractors, and other stakeholders as required.
- Receive, catalog, and maintain subcontractor CPR documentation and project records.
- Support prevailing wage reporting requirements for government and contract-based projects.
- Prepare and distribute recurring weekly, bi-weekly, monthly, quarterly, and annual payroll and compliance reports.
- Assist with payroll audits and documentation requests, as needed.
Timekeeping and Process Improvement
- Monitor timekeeping processes and workflows to ensure accurate employee time reporting and payroll inputs.
- Review payroll administration practices and reporting activities to identify opportunities for increased efficiency and process improvement.
- Assist with payroll system updates, project configurations, testing activities, and ongoing enhancements.
- Contribute to continuous improvement initiatives that support operational excellence and an exceptional employee experience.

Qualifications
Required
- Basic to intermediate knowledge of U.S. payroll practices, tax withholdings, wage and hour regulations, and payroll compliance requirements.
- Working knowledge of Canadian payroll practices is considered an asset.
- Strong verbal and written communication skills with a demonstrated customer-service mindset.
- Proven ability to manage confidential employee, payroll, and financial information with discretion and integrity.
- Exceptional attention to detail, numerical accuracy, and organizational skills.
- Experience working with payroll and timekeeping systems such as ADP, Kronos, NetSuite, Contractor Central, or similar platforms.
- Ability to effectively build relationships and collaborate with employees and stakeholders at all levels of the organization.
- Strong problem-solving, analytical, and customer service skills.
- Ability to work independently in a remote environment while effectively managing priorities and deadlines.
Preferred
- Associate's or Bachelor's degree in Business Administration, Accounting, Human Resources, Finance, or a related field.
- Payroll certification (CPP, FPC, or equivalent) is an asset.
- Experience supporting prevailing wage and certified payroll reporting requirements.
- Equivalent combination of education and relevant payroll experience will be considered.
- While this is a fully remote U.S.-based position, candidates located near Frisco, Texas are preferred to support occasional in-person meetings, team collaboration, and company events.
