The Opportunity: 

A Federal shared services provider delivers payroll for approximately 605,000 Federal employees across more than 150 agencies. To address inefficiencies in fragmented and aging payroll systems, it is implementing a scalable, cloud-based payroll solution that improves automation, data quality, user experience and compliance, with implementation for the full customer base targeted within eighteen months. 

This position supports the core implementation call order, which covers discovery and fit-gap analysis, solution design and configuration, data migration, interface development, testing and parallel payroll validation, and cutover through hypercare. In this role you will analyze the legacy payroll data, develop source-to-target mappings and conversion routines, and reconcile converted data against source through successive mock conversion cycles and conversion cutover. 

Work is performed remotely from within the United States, with periodic on-site presence as the assignment requires. 

 

Responsibilities: 

  • Perform source data analysis and profiling of legacy payroll, reference and accounting data 

  • Develop and maintain source-to-target data mapping specifications 

  • Develop extract, transform and load routines using Oracle HCM data loading tools 

  • Perform data quality assessment and prepare data cleansing specifications 

  • Execute mock conversion cycles and document conversion results and defect disposition 

  • Perform data reconciliation and validation between source and target systems 

  • Analyze and resolve conversion defects and coordinate remediation with Government data owners 

  • Support conversion cutover activities and post-conversion validation 

 

Qualifications: 

Required: 

  • Must be a U.S. Citizen and able to obtain and maintain a Public Trust clearance 
  • All work is performed from within the United States and its territories, from a work location approved in advance by the customer 
  • Bachelor's degree and 5 years of relevant experience. Additional experience may be substituted for degree. 

  • 5 or more years in data conversion or data migration on enterprise system implementations, including advanced SQL against large datasets 

  • Experience carrying a complete conversion lifecycle from source profiling through post-load reconciliation and cutover, rather than a single segment of one 

  • Experience producing and maintaining field-level source-to-target mapping as a version-controlled specification 

  • Experience reconciling converted data against source to tolerance agreed with a client in advance, and investigating variances to root cause 

  • Demonstrated ability to work productively against an undocumented schema, establishing structure and content empirically 

Desired: 

  • Ability to read COBOL copybooks or work with fixed-width and positional data, or experience extracting from a non-relational mainframe source — the highest-value skill on this requisition 

  • Oracle Fusion HCM conversion tooling — HCM Data Loader (HDL), HCM Spreadsheet Data Loader (HSDL), HCM Extracts 

  • Conversion of HR or payroll data specifically — pay history, leave balances, retirement service history, benefits elections, deductions, year-to-date accumulators 

  • Conversion experience to PeopleSoft Payroll for North America, PeopleSoft Global Payroll, Oracle E-Business Suite (EBS) HRMS or SAP Payroll; PL/SQL, enterprise ETL tooling, or Python for profiling and reconciliation

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$71,500 - $150,200
