Job Description:

Parsons’ finance organization is seeking a dynamic, initiative-taking professional to join our team as the Program Controls & Finance Deputy supporting both the Parsons Other Transaction Agreement (OTA) and Rapid Labs Program Directorates, responsible for supporting the HCM Sector. This hybrid role requires strong program controls, FP&A, and multi-contract type experience, along with the ability to thrive in a fast-paced, growing organization.

The Program Controls & Finance Deputy is responsible for developing, managing, and executing all phases of project controls, including planning, scheduling, and cost analysis for the Parsons OTA portfolio.  Additionally, the successful candidate will support the Rapid Labs PD as deputy lead, assisting junior Program Control Analysts and supporting the Finance Lead with project controls and FP&A.

What You'll Be Doing:

Reporting to the HCM/RL Finance Lead, the successful candidate will need to:

  • Lead all aspects of project financial control and cost analysis for Parsons OTA and Rapid Labs portfolios.
  • Utilize historical and forecasted financial data to drive decision-making and action planning for directorate leadership.
  • Advise project management on complex financial matters and support cash flow management, including review of billed/unbilled receivables.
  • Lead month-end close activities, including bookings, revenue, accruals, and adjustments in accordance with Parsons policies.
  • Ensure rolling forecasts and operating plans accurately reflect operational assumptions; complete risk and opportunity assessments, including Annual Operating Plan (AOP) and Long-Range Plan (LRP) development.
  • Participate in growth efforts, critically analyzing key bid financial metrics and recommending actions to improve profitability and cash flow.
  • Foster a culture of high trust, transparent communication, and development opportunities, supporting diversity, equity, and inclusion.
  • Mentor team members and, as the organization grows, may manage Project Control Analysts in the future.
  • Support special projects such as internal/external audits, acquisition integration, and recurring/ad hoc financial/statistical reports.

What Required Skills You'll Bring:

  • US Citizen
  • Bachelor’s degree, preferably in Finance, Accounting, or Business Administration
  • Minimum 12-15 years of experience in a financial capacity, preferably in the U.S. Federal Government contractor space
  • Demonstrated collaboration, communication, and people mentoring skills
  • Experience with federal finance and accounting, including FAR, CAS, and certified cost/pricing data
  • Highly proficient with Costpoint, Excel, and other MS Office business software

Salary Range: $112,200.00 - $196,400.00
