Organizational Setting

FAO in collaboration with the Ministry of Marine Affairs and Fisheries is in the preparation stage to develop a full pledge project document to be funded by GEF aiming to build a holistic model of ecosystem-based sustainable use and inclusive governance of fishery resources in the Inland Waters Fisheries Management Areas (FMAs) and to support livelihoods of small-scale and traditional fishers, improve food security, and mitigate threats to biodiversity. Direct interventions of the project will restore the most degraded and exploited freshwater ecosystems in each FMA, while developing sustainable small-scale fishery business enterprises


Reporting Lines

Under the overall supervision of FAOR-Indonesia and direct supervision of the Assistant FAO Representative (A-FAOR Programme), technical supervision of Lead Technical Officer of the FAO Regional Office for Asia and the Pacific (RAP) as well as close collaboration with the PDE and national authorities, the Expert will lead the Project Preparation Grant (PPG) exercise.  


Technical Focus

The National PPG and Inland Specialist will support the PDE in developing the PPG workplan by focusing on technical inputs, data analysis, and documentation required for the development of the Project Document  


Tasks and responsibilities

•    Contribute technical input to the PPG design, process and its implementation:
•    Provide technical support to thematic PPG consultants, ensuring the timely completion and quality of their reports
•    Provide technical inputs during stakeholder consultations
•    Consolidate and review technical report and background documents prepared by team members by conducting desktop analysis of relevant fishery resources in the targeted Inland Waters Fisheries Management Areas (IWFMAs), key freshwater habitats, native fish stocks of freshwater species
•    Analyze the baseline situation relevant in the project context incl. regional and national inland waters policies and regulations for sustainable biodiversity governance, existing capacities, relevant baseline investments and projects, national, provincial and local priorities.

Target landscapes/sites:

•    Support International Project Design Expert (PDE) in the development of landscape/site selection criteria;
•    Contribute technical inputs during consultations with government partners; 
•    Provide technical recommendations to support the delineation of project target landscapes/sites;
•    Support obtaining data from field visits in mapping project site, specifying areas of different categories of area-based project activities specifically on inland fisheries and marine biodiversity;
•    Analyze the status, drivers of biodiversity loss, and other environmental problems relevant to inland fisheries and marine biodiversity.

Project strategy:

•    Contribute to provide concrete proposals for project activity plans for all Components
•    Provide PDE with input into project results framework;
•    Contribrute to establishment of indicator baselines;
•    Support PDE in identification of project implementation arrangements;

Budgeting:

•    support PDE in budgeting by identifying local costs of various investments;
•    Identify potential sources of co-financing and provide information regarding existing and planned investments relevant to the project;Work Planning: support PDE in the preparation of the project’s strategic workplan

ProDoc preparation:

•    Support PDE with reviews/comments in preparation of FAO-GEF Project Document and applicable annexes.
•    Support PDE in receiving and addressing comments received from stakeholders, including BPPE, FAO and GEF on draft versions of the Project Document and applicable annexes.
•    Contribute to other activities, as relevant, in addition to those specifically listed in the ToR

 


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements 
  
•    Masters’ degree in marine/fisheries, biodiversity conservation, environmental management, agriculture, or related field
•    At least 5 years strong practical experience on inland fisheries, marine biodiversity and conservation in Indonesia 
•    Working knowledge (Level C) of English and Bahasa Indonesia
•    National of Indonesia or resident of the country with valid work permit.

Technical/Functional Skills

•    Demonstrated technical expertise in inland fisheries management, freshwater biodiversity conservation, and ecosystem-based natural resource management.
•    Knowledge of GEF Project Preparation Grant (PPG) processes and project formulation methodologies.
•    Ability to formulate GEF and other donor-funded environmental projects, including results frameworks, budgets, workplans, and implementation arrangements.
•    Experience working in various inland biodiversity landscapes is an asset;
•    Strong computer skills, as well as facilitation skills.


Selection criteria

•    Demonstrated experience in leading or coordinating GEF Project Preparation Grants (PPGs) or the preparation/design of GEF or other international donor-funded environmental projects.
•    Experience in developing project documents, logical frameworks, results frameworks, monitoring indicators, implementation arrangements, and budgets.
•    Proven capacity of engaging with a diversity of stakeholders including government institutions, NGOs, private sector, research institutions and local communities, and conduct fieldwork;
