Description/Job Summary
 
Lindahl Reed is seeking a highly experienced executive-level independent consultant/ subcontractor to provide part-time strategic leadership and organizational support for the Department of Energy's Advanced Mining, Minerals, and Materials Production Technologies (AMMPT) initiatives.
 
The ideal candidate will possess 20+ years of leadership experience in mining, mineral processing, critical minerals, manufacturing, government, or technology innovation organizations. This individual will collaborate with program leadership, helping establish and grow the AMMPT office, strengthen program governance, and position the organization to achieve long-term strategic objectives.
 
This position emphasizes executive-level strategy rather than day-to-day technical execution. Consultants will leverage extensive experience across government, industry, national laboratories, and academia to provide insight on organizational development, stakeholder engagement, portfolio strategy, and program maturation. 
 
Specific areas of expertise may include:
  • Extractive engineering and mining
  • Mineral processing and hydrometallurgy including transforming mined material into a concentrated, marketable state
  • Secondary recovery of critical minerals from existing waste streams, such as mine tailings, coal waste
  • Financial evaluation of funded projects.
This is an independent consultant/ subcontractor position intended to provide high-value strategic guidance during the establishment and continued growth of the AMMPT program.

Duties/Responsibilities

The Senior Technical Consultant will support the long-term development and success of AMMPT initiatives. Responsibilities may include:
 
  • Advise DOE leadership on the strategic direction, growth, and long-term vision of the AMMPT office.
  • Provide recommendations on governance processes, and operational best practices for the AMMPT office.
  • Support development of strategic roadmaps, implementation plans, and multi-year priorities aligned with DOE objectives for critical minerals and materials.
  • Recommend approaches for establishing effective program management, performance management, and portfolio oversight processes.
  • Identify opportunities to strengthen collaboration across DOE offices, National Laboratories, industry, academia, other federal agencies, and international partners.
  • Recommend approaches for stakeholder engagement, public-private partnerships, and technology transition to accelerate commercialization.
  • Support development of performance measures, organizational metrics, and maturity assessments to evaluate AMMPT program effectiveness.
  • Review and provide strategic input on major program initiatives, funding opportunities, white papers, and policy documents.
  • Identify emerging technology, market, workforce, and supply chain trends that may influence future AMMPT priorities.
  • Support evaluation and oversight of technology innovation projects

Qualifications, Skills, and Experience

  • Bachelor's degree in engineering, geology, metallurgy, materials science, business, public policy, or related discipline.
  • 20 or more years of progressively responsible professional experience in mining, mineral processing, critical minerals, advanced manufacturing, technology development, or related sectors.
  • Demonstrated executive leadership experience in government, industry, research organizations, or consulting.
  • Experience developing organizational strategy, or leading organizational transformation initiatives.
  • Strong understanding of federal RD&D programs, technology commercialization, and innovation ecosystems.
  • Excellent executive communication, facilitation, and stakeholder engagement skills.
  • Proven ability to build consensus across diverse organizations and technical disciplines.
  • Must be a U.S. Citizen
Preferred Qualifications
  • Graduate degree in engineering, business administration, public policy, or a related field.
  • Experience helping establish or scale new government organizations, technology offices, or national programs.
  • Extensive knowledge of DOE critical minerals and materials programs, domestic supply chains, and industrial policy.
  • Established professional relationships across DOE, National Laboratories, industry, academia, and other federal agencies.
  • Experience overseeing large research portfolios, multi-organization collaborations, or federally funded technology initiatives.
  • Familiarity with organizational maturity models, portfolio governance, strategic performance management, and change management.
