Without any cost to taxpayers, these efforts have generated $8.3 billion in tax receipts and returned $20 to the U.S. economy for every dollar spent.   Job Summary The Manager, Human Resources is responsible for the oversight and management of the full employee lifecycle including management of HRIS, recruitment, onboarding, performance, compensation, employee engagement and relations, training and development, benefits and perks, and talent management.    Essential Functions Provide strategic support to management in formulating and implementing ways in which Brand USA can attract, retain, motivate, support, and develop employees. Act as a trusted business partner to management and employees at all levels of the organization. Manage all current modules in HRIS including Applicant Tracking, Payroll, Performance and Compensation, Benefits Administration, Government & Compliance, Time & Attendance; stay abreast of new product updates and recommend system enhancements as needed. Lead full recruitment lifecyle for hiring new employees, temporary staff, and interns; guide managers in developing position descriptions, strategic hiring plans, posting positions internally and online through industry channels, and interviewing candidates. Manage onboarding including pre-employment process, new hire set up, orientation, and 90-day check ins. Manage off boarding including partnering with internal teams (Office Management and IT), conducting departure surveys, and ensuring proper off boarding via HRIS and benefit carriers. Coordinate bi-annual performance management activities including process timeline, goal setting and performance reviews through HRIS.  Assist with developing proposals and management processes for human resources activities. Responsible for initiating personnel action forms and coordinating bi-monthly payroll activities with accounting. Manage all employee benefits programs, including day-to-day administration, open enrollment, leave of absence, and vendor management, acting as primary liaison to insurance carriers and brokers. Create and run HR reports, including headcount, turnover, and compliance metrics, to analyze and compile data identifying market and human resource trends. Facilitate employee relations issues including investigating, analyzing, and solving issues. Research, analyze, develop and prepare complex human resources solution recommendations including cost analysis of human resources programs and projects. Coordinate compliance, analysis, communications, and maintenance of State and Federal requirements, laws and regulations as they pertain to all aspects of employment. Assist and participate in the development and administration of the human resources annual budget, goals, objectives, policies, and procedures.   Additional Responsibilities May be asked to perform additional duties not listed in the job description as required by business needs.   Job Qualifications Bachelor’s Degree in human resources or related field or equivalent work experience. Minimum 4 years of experience in human resources and operations. Prior supervisory experience preferred.  Experience with multiple HRIS systems required.  Advanced proficiency in Microsoft PowerPoint and Excel required. Ability to execute goals and priorities in alignment with business objectives.  Ability to solve problems based on practice and precedent.  Ability to provide input on setting operating standards, procedures, and policies.  Excellent written and verbal communication skills.   Excellent interpersonal skills, ability to collaborate with colleagues, and work productively with a diverse team.  Fervent attention to detail and ability to manage multiple priorities.  Dedicated remote work area that is quiet enough for employee to concentrate is required. Must have homeowner’s or renter’s insurance and the ability to comply with company technology, safety, and health requirements.  Ability to travel on occasion as required to attend meetings and/or events.  Ability to frequently operate a computer and other office productivity machinery.  Ability to lift up to twenty (20) pounds.  Ability to perform the essential functions with or without a reasonable accommodation.  May require more than forty (40) hours per week to perform the essential duties of the position.    Brand USA Offers a Comprehensive Benefits Package, Including: Medical, Dental, and Vision: Three medical plan options (HMO, POS, PPO) through CareFirst, with varying coverage levels and out-of-pocket costs.
