We are a woman-owned learning design firm that builds behavior-changing training for corporate, government, and higher education clients. We are sourcing an award-contingent, three-year agreement to deliver in-person team development to its intact work teams.
The agency serves wholesale power customers across fifteen states. Its offices are in Lakewood and Loveland, Colorado; Phoenix, Arizona; Folsom, California; Billings, Montana; and Salt Lake City, Utah, with field sites in Wyoming. The agency went through a significant change last year. Team managers will request sessions to rebuild teams, settle new team dynamics, and move teams past patterns that keep them from working as partners.
You lead those sessions. Each is a one- or two-day on-site workshop with an operational or leadership team of 7 to 30 people. You run the discovery call with the team manager, design the agenda, facilitate the session, coach the team and its leader during and after, and write a short summary report. You also deliver two or three one-hour webinars a year on leadership topics to audiences of up to 200.
Our internal design team supports you with agendas, workbooks, slide decks, and report formatting. The agency judges the program by the person in the room.
Required qualifications
These are mandatory under the solicitation. Each must appear on your resume. A resume that does not show them makes our quote ineligible.
1. At least five years of documented professional experience in team building, leadership facilitation or organizational development. Show month and year dates for each role or engagement. Do not overlap or compress dates. The five years must be clear on the page.
2. Active certification in the assessment instrument you would use with teams. One of the following, listed with the credentialing body, certification title, credential number and year awarded:
- Gallup-Certified CliftonStrengths Coach (preferred)
- Licensed Insights Discovery Practitioner (preferred)
The agency has said that a coaching credential alone does not qualify a facilitator to administer CliftonStrengths or Insights. If you would use one of those tools, you must hold that tool's certification.
3. Experience facilitating intact work teams in person, rather than open-enrollment classes. You have worked with a team that has a shared manager and real friction, and you have helped them name and resolve it in the room.
4. U.S. citizen or lawful permanent resident, with REAL ID-compliant photo identification. Sessions take place in secure federal facilities under escort. No security clearance or background investigation is required.
5. Willingness to travel to the six-state region for each session. Travel is reimbursed.
What you will do
- Hold a one-hour discovery call with the requesting team manager and review the team's background and existing assessment profiles
- Deliver a customized draft agenda and exercise outline to the agency at least five business days before the session
- Facilitate one- or two-day on-site sessions with teams of 7 to 30, built on CliftonStrengths or Insights Discovery results where the team uses them
- Give direct feedback on behaviors that limit the team, set live assignments, and build accountability into the session
- Coach the team leader one to one, and run partnership conversations between team members where conflict is blocking progress
- Hold brief virtual follow-up check-ins after the session
- Write a short summary report within ten business days with outcomes, team-identified action items and recommendations. Report team-level themes only. Individual profiles stay confidential to each participant.
- Deliver two to three one-hour webinars a year through Microsoft Teams on leadership competencies the agency selects
Preferred qualifications
None of these are required. Each makes a stronger quote.
- Both CliftonStrengths and Insights Discovery certifications
- An ICF credential (ACC, PCC or MCC) or Board Certified Coach credential
- Experience with utilities, energy, engineering, field operations or other technical workforces
- Experience with federal, state or local government teams
- A home base in Colorado or elsewhere in the six-state region
- Experience leading teams through reorganization, leadership turnover or a merger of work groups
- Federal contract experience
Engagement terms
Volume. The agency estimates up to 10 sessions and 3 webinars per year for 3 years. These are estimates. The agreement guarantees no minimum.
Scheduling. The agency typically schedules sessions three to six weeks ahead, and staggers dates across regions. More than one session in the same month is possible.
Structure. Contract engagement with McGarity. We will confirm whether you bill as an individual or through your own company, as that affects federal small-business reporting.
