The Lead Data Architect is responsible for establishing and governing the enterprise data architecture for GSAFleet.gov. The position leads data governance, database architecture, data quality, integration, analytics, and information management initiatives that enable mission-critical business operations. This role ensures enterprise data remains accurate, secure, accessible, and aligned with cloud-native modernization objectives while supporting advanced analytics, AI/ML initiatives, and data-driven decision-making across GSA Fleet.

Responsibilities

• Define and maintain enterprise data architecture, conceptual and logical data models, database standards, and integration patterns.
• Design, build, and optimize relational and non-relational data stores supporting GSAFleet.gov transactions, reporting, analytics, and integrations.
• Integrate new systems and data sources with existing enterprise data-warehouse structures and shared data services.
• Establish standards for data operations, programming, access, security, quality, lineage, governance, and documentation.
• Identify and resolve data-definition, integrity, reconciliation, and performance issues across GSAFleet.gov products.
• Support accurate financial, supplier, customer, and vehicle information exchange and reconciliation.
• Process and prepare governed, high-quality datasets supporting analytics, dashboards, and approved AI/ML solutions.
• Review schema, data-flow, and integration changes with GSA IT, Product Teams, the Lead Solution Architect, ISSO, and other stakeholder.
• Other duties as assigned

Qualifications

• Bachelor’s Degree in a related field
• 5+ years of experience in data governance, database architecture, data quality, integration, analytics, and information management initiatives
• Must be able to undergo a Tier 2S Investigation and receive a favorable investigation/adjudication outcome
• Successfully pass background and drug screening

Preferred Qualifications:

• Modeled vehicle or asset lifecycles, VIN-based records, leasing, billing, repair, telematics, and supplier data
• Relevant cloud data credentials (AWS Certified Data Engineer - Associate, AWS Certified Solutions Architect – Associate, AWS Certified Solutions Architect – Professional)

Knowledge, Skills and Abilities:

• Demonstrated experience developing and managing enterprise database systems.
• Demonstrated experience designing, building, and managing relational and non-relational databases.
• Demonstrated experience building enterprise-wide transactional applications.
• Demonstrated experience with conceptual and logical data modeling, database design, architecture, and optimization.
• Demonstrated experience managing data quality across large, complex enterprise systems.
• Experience developing, implementing, and managing effective data governance models, processes, procedures, standards, and documentation.
• Demonstrated experience establishing standards for data operations, programming, access, security, and enterprise data management.
• Demonstrated experience integrating new systems and data sources with existing enterprise data warehouses and data architectures.
• Demonstrated experience improving database and data-platform performance and functionality.
• Demonstrated ability to work with complex datasets, including processing, cleaning, analyzing, and applying statistical techniques to derive actionable insights.
• Demonstrated experience preparing and managing data to support analytics, reporting, dashboards, and AI/ML solutions
