IMSolutions is seeking a Junior Business Transformation Consultant to support federal executives, program managers, and senior consultants in improving organizational performance, implementing strategic initiatives, analyzing business operations, and supporting enterprise transformation activities.

This role is remote.


This position is intended for an early-career consultant who has developed a solid foundation in management analysis, business process improvement, strategic planning, project support, or organizational transformation and is ready to apply those skills in a federal consulting environment.

The ideal candidate is intellectually curious, analytical, highly organized, and comfortable working with complex or incomplete information. This individual must be able to research unfamiliar business issues, organize findings, document requirements, support stakeholder discussions, and convert analysis into clear recommendations, reports, process documentation, and executive-ready materials.


The Junior Business Transformation Consultant will work under the direction of IMsolution’s senior consultants and project leadership. Although the position is junior in level, the selected candidate must be capable of independently completing assigned analyses, managing deadlines, communicating emerging issues, and producing accurate work products suitable for federal stakeholders.

 

Position Summary


The Junior Business Transformation Consultant supports HUD’s broader objective of enhancing operational capabilities, promoting efficiency, and aligning departmental activities with mission priorities and long-term objectives. The consultant may support strategic initiatives, portfolio management, executive advisory services, operational efficiency, enterprise transformation, performance reporting, regulatory analysis, succession planning, executive partnerships, procurement support, and executive training.

 

These functions include:

  • Conduct qualitative and quantitative research concerning HUD programs, organizational structures, business operations, policies, industry practices, and transformation initiatives.
  • Analyze business problems, operational data, existing procedures, stakeholder feedback, and other source materials to identify trends, gaps, risks, duplication, and improvement opportunities.
  • Document business, functional, reporting, workflow, and stakeholder requirements in a clear and traceable format.
  • Develop current-state and future-state process maps, workflow descriptions, responsibility matrices, decision frameworks, and operating procedures.
  • Support organizational assessments, maturity assessments, readiness reviews, gap analyses, and business-impact analyses.
  • Prepare findings, recommendations, issue papers, decision memoranda, executive summaries, presentations, dashboards, reports, and briefing materials.
  • Assist senior consultants in developing strategic plans, transformation roadmaps, implementation plans, project plans, and performance-measurement frameworks.
  • Maintain project trackers, action-item logs, risk and issue registers, decision logs, deliverable schedules, and document repositories.
  • Collect and validate information from program offices, stakeholders, subject-matter experts, source systems, policies, and approved government documents.
  • Facilitate or support interviews, workshops, working sessions, status meetings, process-mapping sessions, and stakeholder discussions.
  • Capture meeting notes, decisions, action items, responsible parties, dependencies, and due dates.
  • Coordinate follow-up activities with Ascension team members and authorized government points of contact.
  • Perform cost-benefit, options, root-cause, gap, risk, and implementation analyses under the guidance of senior team members.
  • Support portfolio reviews by consolidating status, milestones, risks, resource information, performance measures, and management concerns.
  • Research applicable statutes, regulations, policies, guidance, and industry practices supporting regulatory or policy assessments.
  • Assist with market research, requirements documentation, acquisition planning materials, statements of work, performance work statements, and procurement-support documentation.
  • Support change-management activities, including stakeholder analysis, communications planning, readiness activities, training coordination, and adoption tracking.
  • Develop training aids, job aids, presentations, facilitator materials, reference guides, and participant-feedback instruments.
  • Review deliverables for completeness, consistency, factual accuracy, grammar, formatting, accessibility, and compliance with approved templates.
  • Incorporate government and project-management comments into draft and final deliverables within established review periods.
  • Apply Section 508 accessibility principles when preparing documents, spreadsheets, presentations, and other electronic materials.
  • Protect government information, records, draft products, and other sensitive materials from unauthorized access, use, or disclosure.
  • Escalate risks, delays, data limitations, conflicting requirements, and quality concerns to the assigned project lead.
  • Contribute to lessons learned, process improvements, quality reviews, and other continuous-improvement activities.

 


Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university in business administration, management, public administration, organizational development, economics, finance, political science, information systems, industrial engineering, operations research, or a closely related field.
  • Strong proofreading, formatting, and document-quality skills. 
  • Ability to prioritize assignments and meet short turnaround times. 
  • Ability to work independently while following established review and approval procedures.
  • Ability to communicate professionally with project leadership, peers, and client stakeholders.

 

Required Skills:

  • Minimum of three years of relevant professional experience in management consulting, business analysis, program or project support, strategic planning, operations analysis, organizational transformation, process improvement, or a related discipline. 
  • Experience conducting research, organizing findings, and preparing professional reports or presentations.
  • Experience documenting requirements, workflows, operating procedures, or business processes.

 

Technical Skills:

Experience using Microsoft Word, Excel, PowerPoint, Teams, and SharePoint in a professional environment.

 

Desired Qualifications:

  • Master’s degree in business, public administration, organizational development, public policy, information systems, or a related field. 
  • Previous federal government consulting or federal program-support experience. 
  • Familiarity with HUD programs, housing policy, community development, grants, financial management, procurement, or federal administrative operations.
  • Experience supporting organizational reorganization, workforce planning, succession planning, transformation, modernization, or change-management initiatives. 
  • Experience developing process maps in Microsoft Visio, Lucidchart, or comparable software. Experience producing reports or dashboards using Power BI, advanced Excel, or comparable tools. 
  • Experience preparing executive briefings, decision papers, issue papers, or management reports.
  • Knowledge of federal acquisition, governance, internal controls, records management, or regulatory-review processes. Familiarity with Section 508 accessibility requirements.
  • Familiarity with Agile, Lean, Six Sigma, Prosci, or other project and change-management methods.
  • Entry-level or foundational certification such as: Certified Associate in Project Management, or CAPM } Lean Six Sigma Yellow Belt or Green Belt; Prosci Change Management certification; Certified Business Analysis Professional pathway training
  • PMI Professional in Business Analysis pathway training 
  • Agile or Scrum foundational certification
