Job Description: Advanced Technology Leaders, Inc. is seeking qualified applicants to support the Small Business Administration (SBA) in the production implementation, support and operations of its custom solution that leverages the Amazon Web Services (AWS) cloud.
The Journeyman Management Analyst supports the U.S. Small Business Administration (SBA) Unified Lending Platform (ULP) program by assisting with organizational studies, business process analysis, workflow evaluation, requirements development, operational documentation, and process improvement initiatives.
The Journeyman Management Analyst works with program managers, business stakeholders, SBA personnel, subject matter experts, software development teams, quality assurance personnel, and other ULP team members to evaluate existing processes and identify opportunities to improve operational efficiency, effectiveness, consistency, and customer service.
The position supports the analysis and documentation of ULP business processes associated with SBA lending operations and related program activities. The analyst assists in translating business processes and operational requirements into clear documentation that can be used by management, business users, and technical teams.
The ideal candidate is highly organized, analytical, detail-oriented, and capable of gathering information from multiple stakeholders and converting that information into clear, concise, and actionable documentation.
Responsibilities & Duties:
The Journeyman Management Analyst supports the U.S. Small Business Administration (SBA) Unified Lending Platform (ULP) by conducting organizational studies, evaluating business operations and processes, analyzing workflows, and assisting management in identifying opportunities to improve efficiency and effectiveness. The position works closely with SBA stakeholders, program management, business users, subject matter experts, software development, quality assurance, and operations personnel to collect and analyze information, document current and future-state processes, identify operational gaps, and develop practical recommendations for process improvement. The Journeyman Management Analyst assists with gathering and documenting business and functional requirements; developing process maps, workflow diagrams, standard operating procedures, operations manuals, user guides, and other program documentation; and supporting the evaluation and implementation of ULP system and process changes. The position also assists with data collection and analysis, preparation of reports and presentations, tracking of action items and requirements, and development of management products used to support program decision-making. The analyst participates in meetings, working groups, requirements sessions, process reviews, and operational activities and assists in coordinating information between SBA business stakeholders and ULP technical teams.

Work Environment:
This is a fully remote position supporting the U.S. Small Business Administration (SBA) Unified Lending Platform (ULP). The employee will perform assigned duties from an approved remote work location and must maintain a professional, secure, and distraction-free home office environment conducive to the performance of contractual duties.
The employee is responsible for maintaining reliable high-speed internet connectivity, dependable electrical power, and a dedicated workspace capable of supporting daily operations, virtual meetings, collaboration, and other assigned responsibilities. The employee must remain available and responsive during established duty hours and actively monitor designated project communication and collaboration platforms, including Slack, email, and virtual meeting systems.
Because the position supports a federal government program, the employee must maintain a workspace that protects government, company, and customer information from unauthorized access, disclosure, or observation. The employee must comply with all applicable company telework requirements, information security policies, SBA security requirements, privacy and data protection requirements, Clear Desk/Clear Screen requirements, VPN requirements, and other applicable contractual and government security controls.
The employee must obtain supervisory approval before changing the approved remote work location and must immediately notify the supervisor of any circumstances, including internet, power, equipment, or environmental issues, that may affect the employee's ability to perform assigned duties or maintain required availability.
The employee may be required to participate in occasional in-person meetings, training, or other activities when directed by the Company or required by the contract or government customer. Such activities will be communicated in advance whenever practicable.
