Role Overview

The HR Services Manager - Ukraine plays a pivotal role in delivering high-quality, legally compliant HR Business Partnering support to a diverse portfolio of global clients, including Embedded clients (reseller) and HR Consulting clients. As the primary HR point of contact for workers, clients, and in-country partners, this role is responsible for managing the full employee lifecycle and ensuring seamless coordination across all HR functions. The ideal candidate will have a strong understanding of employment law, HR best practices, and the ability to lead complex HR initiatives in a fast-paced, global environment. This role also requires creative thinking, a can-do attitude, and a proactive, consultative approach to client needs. The HR Services Manager must anticipate client needs, provide up-front knowledge to mitigate risk, and ask probing questions to uncover the full context of client inquiries—for example, understanding the reason behind a notice period inquiry to ensure compliance with local legislative practices.

How you will make a difference:

HR Business Partnering 

  • Serve as the primary HR contact for GEO workers and client representatives for Ukraine. 

  • Provide legally compliant and professional support across the full employee lifecycle, including onboarding, employee relations, and offboarding. 

  • Advise clients on performance management, promotions, career development, and compensation benchmarking. 

  • Support Embedded clients (reseller) and HR Consulting clients with tailored HR guidance and solutions. 

  • Apply a consultative mindset to proactively identify client needs and provide strategic HR support. 

  • Provide day to day HR & Benefits support to clients and employees, including guidance on statutory and supplemental benefits, eligibility, enrollment, changes, and worker/employee communications 

  • Deliver HR and benefits briefings to employees/workers aligned with local statutory requirements and defined policies 

  • Operate effectively with defined service scope, SLAs and workflows  

  • Support embedded service delivery models adhering to communication protocols, process controls, and service requirements 

Contract & Documentation Management 

  • Prepare and manage employment contracts and HR documentation, including confirmations, title/salary changes, probation extensions, and renewals. 

  • Monitor key dates such as probation periods and contract expirations to ensure timely action. 

Compliance & Legal Coordination 

  • Ensure ongoing compliance with Ukrainian local labor laws, GDPR, and internal controls

  • Maintain and regularly update HR policies, employee handbooks, and process documentation. 

  • Support work permit processes (applications, renewals, cancellations, information and documents) in collaboration with legal/immigration partners. 

  • Proactively identify legal, compliance, or operational risks and raise them appropriately. 

  • Escalate complex employee relations or legal cases to senior HR leadership or legal counsel. 

Payroll & Benefits Administration 

  • Collaborate with payroll and benefits providers to ensure accurate and timely compensation and benefits delivery. 

  • Oversee monthly payroll cycles, tax submissions, and social security filings with local vendors. 

Reporting & Analytics 

  • Generate monthly HR reports and respond to internal or client ad hoc data requests. 

  • Maintain accurate employee records in line with audit and data retention requirements. 

  • Support HR audits and client due diligence processes as required. 

HR Projects & Process Improvement 

  • Lead and support HR projects such as employee transitions, organizational changes, and terminations. 

  • Identify process inefficiencies, recommend solutions, and implement improvements to optimize service delivery and reduce compliance risks. 

Stakeholder Engagement & Collaboration 

  • Provide coaching and day-to-day HR support to client managers and internal stakeholders. 

  • Partner cross-functionally with Sales, Operations, Legal, and Finance teams to ensure aligned HR operations. 

  • Actively contribute to global and local HR initiatives and continuous improvement efforts. 

Employee Experience & Engagement 

  • Promote a positive employee experience through effective onboarding, regular check-ins, and offboarding. 

  • Support employee engagement efforts, including satisfaction surveys and feedback loops. 

  • Serve as an escalation point for employee concerns, grievances, and conflict resolution, ensuring swift and appropriate action. 

Knowledge Management & Best Practices 

  • Stay informed on employment law updates and HR compliance requirements in supported countries. 

Research and adopt HR best practices to enhance client and worker experiences
 

What will make you stand out:

  • Requires 5-6 years of proven experience in HR management or HR business partnering, preferably in an international or Employer of Record (EOR) context. 

  • Practical knowledge of Ukrainian local labor law, statutory and customary employee benefits (e.g., medical, pension, leave programs) and how they interact with payroll and employment practices. 

  • Demonstrated ability to explain complex HR and benefits concepts clearly to employees and non‑HR client stakeholders. 

  • Experience working within case management systems, HRIS, and knowledge bases to deliver auditable, SLA‑driven HR and benefits services. 

  • High attention to data accuracy and process discipline, particularly in handoffs between HR, Payroll, and Benefits teams. 

  • Ability to balance employee experience, client satisfaction, and compliance risk in day‑to‑day decision‑making.
