Project Context and Scope

The Better Regional Migration Management (BRMM), Labour Mobility and Regional Integration for Safe, Orderly and Humane Labour Migration in East And Horn Of Africa is a program funded by to Foreign, Commonwealth and Development Office (FCDO) to enhance labour migration governance and protection of migrant workers and their family members’ human, social and labour rights through intra and inter-regional cooperation on a whole of government and whole of society approach, to support regional integration and facilitate mobility for transformative inclusive and sustainable economic growth as well as youth and women empowerment. More specifically, the programme is expected to strengthen national and regional Labour migration governance in accordance with the global and regional frameworks; increase national and cross-border cooperation on labour mobility; promote ethical recruitment and protection of migrant workers’ rights; and enhance avenues for safe, regular, and humane labour migration and mobility pathways through Free Movement Protocols/Common Market Protocolss and Bilateral Labour Mobility Agreements. The BRMM – Skills to Employment phase runs from 1 May 2026 – 31 March 2027.

1. In March 2024, the IOM hosted a youth incubator for project ideas from youth in Kenya and Uganda in selected TVETs in which they pitched a business idea, accompanied by a short business plan. During this week-long training, four (4) winners were selected to kick-start their businesses with a small grant. After successful implementation of this activity, the BRMM programme further implemented this activity in nine (9) BRMM countries, reaching nearly 900 youth as of 31 May 2026. To prepare for the rollout, IOM has held two (2) Training of Trainers workshop for the nine (9) BRMM countries participating in this activity. Based on successful implementation, this activity continues to be a flagship element of the BRMM programme. In order to build sustainability of the YBI programme, IOM is seeking to link programme participants with national, regional, and/or international early-stage entrepreneurship financing mechanisms. The first stage of this is a comprehensive mapping of these grants, schemes, loans, etc in the four priority BRMM countries; Ethiopia, Kenya, Somalia, and Uganda.
