Seneca Holdings is seeking an Enterprise Contract Vehicle (ECV) Specialist to support enterprise-wide acquisition strategy, contract vehicle management, and business growth across its portfolio of operating companies. The Enterprise Contract Vehicle Specialist supports the administration, compliance, maintenance, and strategic utilization of a portfolio of federal contract vehicles, including Government-Wide Acquisition Contracts (GWACs), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, and other government-wide and agency-specific acquisition vehicles. The position works across Seneca Holdings and its operating companies to maintain vehicle readiness, support capture and proposal activities, coordinate contractually required actions and submissions, monitor vehicle requirements and opportunities, and help maximize the effective use of contract vehicles in support of business development and growth objectives. The specific contract vehicles and portfolio responsibilities assigned to the position may evolve based on organizational priorities and business needs.

Responsibilities include, but are not limited to:

• Support the day-to-day administration and lifecycle management of assigned enterprise contract vehicles.
• Maintain accurate vehicle documentation, records, calendars, portal information, and other required resources.
• Coordinate recurring reporting, deliverables, data calls, modifications, and other contractual or program requirements with appropriate internal stakeholders.
• Monitor vehicle-related opportunities and communications and support the timely movement of opportunities through established review and decision processes.
• Assist with initial vehicle fit, scope, eligibility, ordering-path, and compliance reviews using applicable contract and acquisition documents.
• Track and report vehicle utilization, opportunity activity, upcoming requirements, risks, and other information needed by leadership.
• Provide contract vehicle information and administrative support to Business Development, Capture, proposal, Contracts and Legal, Pricing, Operations, and other teams.
• Support task-order, delivery-order, and call-order responses, including vehicle-specific proposal requirements and submission activities, as assigned.
• Support vehicle modifications, on-ramps, recompetes, new vehicle pursuits, and other portfolio-development activities.
• Participate in government, partner, and internal meetings related to assigned vehicles and coordinate resulting actions.
• Help maintain and improve ECV processes, templates, guidance, training materials, and knowledge resources.
• Identify issues requiring leadership or subject-matter review and escalate them in a timely manner.

Basic Qualifications:

• Bachelor's degree in business, contract management, public administration, acquisition, finance, or a related field, or an equivalent combination of education and directly relevant experience.
• Minimum of three years of progressive experience in federal government contracting, contract administration, contract vehicle management, proposal or capture support, program coordination, or a closely related federal acquisition role.
• Working understanding of GWACs, MACs, IDIQs, GSA Multiple Award Schedules, BPAs, task orders, delivery orders, and call orders.
• Ability to read and interpret solicitations, ordering guides, contract terms, modifications, reporting instructions, and related acquisition documents.
• Working knowledge of the federal acquisition lifecycle and familiarity with the FAR, DFARS, and applicable agency guidance.
• Ability to manage multiple priorities, maintain accurate records, meet deadlines, and coordinate effectively across business functions.
• Strong written and verbal communication, research, analytical, organizational, and Microsoft Office skills.

Desired Qualifications:

• Hands-on experience administering or supporting one or more federal contract vehicles.
• Experience with federal acquisition and contract-vehicle systems, portals, and opportunity tools.
• Experience supporting task-order proposals, contract reporting, modifications, on-ramps, vehicle onboarding, or related activities.
• Experience within an 8(a), tribally owned, or multi-subsidiary federal contracting environment.
• Relevant training or certification through NCMA, APMP, DAU, FAC-C, PMP, or a comparable program.
