We are seeking a Director, People & Culture to build the workforce systems that help TR Canada scale while embracing the culture, grit, and service mindset that make us who we are. You are a systems thinker, culture carrier, and workforce strategist who can translate big ideas into executable plans. You understand that staff, contractors, and volunteers are not separate people systems—they are one Greyshirt workforce, built to serve communities in need.
Reporting to the Vice President, Organizational Excellence, you will lead the design and integration of People Operations and Greyshirt Experience systems that support workforce sustainability, Greyshirt engagement, leadership development, organizational culture, and sustainable growth. This role is about building the scaffolding that lets Greyshirts do what they came here to do: serve communities.
The right person is a self-starter and team player with strong judgement, sharp communication skills, and the ability to build trust across staff, Greyshirts, volunteer leaders, and operational teams. This position can be hybrid or remote with some travel required.
Duties
- Support the development and lead the implementation of enterprise workforce strategies aligned with TR Canada’s strategic direction, operational requirements, and organizational objectives.
- Design and maintain scalable workforce systems that integrate staff, contractors, and volunteers into one unified Greyshirt workforce model.
- Provide executive-level advisory support on workforce risks, leadership capacity, organizational design, workforce sustainability, and culture systems.
- Develop workforce analytics, metrics, and dashboards to support evidence-based decision-making and leadership discussions.
- Lead the development of workforce leadership pathways, competency frameworks, and succession planning systems in partnership with operational training functions.
- Oversee workforce engagement and retention strategies, ensuring consistent Greyshirt experience standards nationally.
- Provide strategic oversight of workforce governance, compliance, duty of care alignment, and operational workforce systems.
- Lead workforce-related change management and communications for major People & Culture initiatives.
- Build, mentor, and develop a high-performing People & Culture team, including the Manager, People Operations, and Manager, Greyshirt Experience.
- Other duties as assigned.
Experience and Background
- Bachelor’s degree in a relevant field, or an equivalent combination of education and experience. Post-graduate education is an asset.
- 7–10+ years of progressive experience in workforce strategy, people operations, volunteer engagement, organizational development, or related leadership functions.
- Demonstrated leadership experience designing, scaling, and sustaining volunteer-driven organizations, volunteer programs, or volunteer workforce systems is strongly preferred.
- Professional designations related to leadership, workforce development, organizational effectiveness, volunteer management, or human resources are considered assets.
- Proven ability to manage organizational change and develop scalable workforce systems, organizational frameworks, and workforce lifecycle models.
- Strong leadership skills with the ability to inspire, develop, and align teams in a fast-moving environment.
- Strong understanding of workforce governance, workforce engagement, organizational culture systems, and people operations.
- Demonstrated ability to model, reinforce, and operationalize organizational culture through leadership behaviours, systems design, and workforce engagement practices.
- Strong interpersonal and executive communication skills, with the ability to translate complex workforce issues into clear advice and action.
- Knowledge of current trends and best practices in workforce development, volunteer engagement, organizational effectiveness, and people operations.
- Experience working with Veteran and First Responder communities is an asset.
- Professional experience with Asana Project Management software and Microsoft Office Suite.

Job Type
Pay Range: $90,000-$105,000
Special Requirements
- Military veterans are strongly encouraged to apply.
- Access to a stable internet connection for hybrid or remote work.
- Ability to work non-traditional hours, including weekends and evenings, when required.
- Willingness and ability to support TR Canada operations, exercises, and deployments as required.
- Approximately 15% travel within Canada and potentially the United States, including overnight travel.
- Must be comfortable working in austere conditions when required.
- Fluency in both of Canada’s official languages is an asset.
