Job Description

The Data Migration Specialist will serve as the technical lead for securely transferring over 100 TB of sensitive electronic procurement data and associated application data to a new DoD Impact Level 4/5 (IL4/IL5) cloud environment. This role is responsible for executing a hybrid migration strategy (physical appliances and network delta syncs) while maintaining zero data loss, strict encryption standards, and continuous FIAR audit readiness under an aggressive 12-month schedule.

Responsibilities

  • Lead the end-to-end logistics, configuration, and execution of bulk offline data transfers using physical cloud appliances (e.g., AWS Snowball Edge, Azure Data Box)
  • Design and monitor high-speed, secure network pipelines via Boundary Cloud Access Point (BCAP) connections (e.g., Direct Connect, ExpressRoute) to execute continuous "delta" data syncs leading up to cutover
  • Develop automated validation scripts to verify data checksums, row counts, and structural integrity pre- and post-migration to ensure absolute Financial Improvement and Audit Readiness (FIAR) compliance
  • Ensure all data is encrypted at rest using FIPS 140-2 validated cryptography and managed via Government-controlled keys, as well as encrypted in transit across all migration pathways
  • Partner with Information Systems Security Managers (ISSMs) and cloud architects to ensure migration methods comply with DoD Cloud Computing Security Requirements Guide (CC SRG) and Navy Risk Management Framework (RMF) mandates
  • Plan and execute the final data cutover sequence during the "Go-Live" weekend, ensuring minimal operational downtime for the 8,000 system users and 10-40 peripheral applications

Required Qualifications

  • Must be a U.S. Citizen
  • Bachelor’s degree in Business, Information Systems, Data Analytics, or a related field
  • 7+ years in cloud data engineering, enterprise architecture, or cloud migration execution
  • Expert knowledge of enterprise-scale cloud data migration frameworks (AWS, Azure, or Google GovCloud) and the specific limitations/capabilities of physical data transfer appliances
  • Comprehensive understanding of DoD IL4/IL5 requirements, Zero Trust Architecture (ZTA) principles, and the Navy RMF/ATO process as it relates to data handling and storage
  • Knowledge of FIAR requirements and how to maintain immutable data trails during a large-scale system transition
  • High proficiency with native cloud database migration services (e.g., AWS DMS, Azure Database Migration Service) and robust data replication tools
  • Strong scripting capabilities (e.g., Python, Bash, PowerShell) to automate data validation, error handling, and delta synchronization scheduling
  • Proven skill in implementing FIPS-compliant encryption mechanisms and managing cryptographic key logistics for large datasets
  • Ability to manage complex technical logistics and troubleshoot transfer failures (e.g., packet loss, corrupted batches, appliance hardware faults) under the pressure of a strict <12-month hard deadline
  • Ability to translate strict Navy cybersecurity and AO compliance policies into actionable, technical data transfer procedures
  • Ability to coordinate data flow dependencies for the core procurement system alongside 10-40 peripheral applications simultaneously
  • Work requires the ability to receive and maintain an active IAT Level 2 certifications
