Summary:
Goldbelt is seeking a senior Data Architect to own the target-state data architecture across three DoW production systems supporting the service member transition mission by designing a consolidated, well-normalized data foundation, standardizing how data moves between systems, and building the analytics and visualization capabilities that give program leadership and the government sponsor defensible visibility into performance.
The role is deliberately hybrid: the successful candidate will move fluidly between hands-on database design, stored procedure and ETL development, and analytical work, and the customer-facing work of requirements elicitation, executive briefings, and technical writing. It rewards long-horizon software engineering depth, the analytical rigor to derive defensible insight from operational data, and the communication skill to make that insight land with a non-technical audience. Candidates from research-oriented engineering environments where requirements are ambiguous and progress must be continuously demonstrated to a government customer are especially well suited.
Responsibilities
Essential Job Functions:
- Data Architecture & Engineering
- Develop and maintain databases that support enhanced reporting and expanded system functionality across MCTO applications.
- Analyze existing databases to determine normalization, restructuring, and data quality improvement opportunities; document findings and recommend remediation approaches with associated risk and level of effort.
- Prepare and manage data via ETL procedures, ensuring integrity, traceability, and repeatability of data movement between systems.
- Analytics, Reporting & AI Enablement
- Explore and leverage the potential of AI to satisfy program reporting requirements, including evaluation of compliant, cost-effective implementation paths within accredited IL4 boundaries.
- Utilize program datasets to answer stakeholder questions and generate actionable insights supported by compelling visualizations.
- Leverage trend analysis to identify patterns and inform data-driven forecasts supporting program planning and customer decision making.
- Stakeholder Engagement & Communication
- Interface directly with the government customer to gather operational requirements and confirm that delivered products meet mission intent.
- Work in conjunction with SMEs to understand current system operation, business processes, and data lineage.
- Present findings to technical and non-technical audiences using clear language and easy-to-understand explanations.
- Support the development of presentations and reports that convey program progress, risk, and outcomes to program leadership and government sponsors.
- Documentation
- Write, revise, and edit technical documentation including data dictionaries, schema documentation, ETL runbooks, reporting specifications, and process narratives to champion business initiatives and sustain institutional knowledge.
- Contribute data-related content to program deliverables, compliance artifacts, and recurring status reporting products.
Qualifications
Necessary Skills and Knowledge:
- Proven technical writing capability across multiple product types — technical documentation, monthly status reports (MSRs), white papers, proposal content, and formal contract deliverables.
- Proven briefing and presentation capability — status briefings, Technical Interchange Meetings (TIMs), software demonstrations, and decision briefs delivered to customers, colleagues, and senior leadership, with the message tailored to technical and non-technical audiences alike.
- Demonstrated ability to operate as a focused self-starter with minimal supervision in a distributed team environment.
Minimum Qualifications:
- Ten (10) or more years of progressive professional experience designing, developing, testing, integrating, enhancing, delivering, and maintaining database-backed software applications — including database design, stored procedure development, business logic, and data access layer (DAL) implementation.
- Five (5) or more years supporting DoD, federal, or other government customers in a prime or subcontractor capacity, working directly with both civilian and military personnel to define requirements and report progress.
- Demonstrated experience preparing and managing data via Extract, Transform, Load (ETL) procedures, with attention to integrity, traceability, and repeatability.
- Demonstrated experience designing and building reporting architectures — reporting engines, drill-down reports, dashboards, and data visualizations — consumed by operational, analytical, or executive audiences.
- Demonstrated experience analyzing datasets, including time series data, and applying trend analysis to identify patterns and support data-driven forecasts.
- Demonstrated experience evaluating existing database structures to identify normalization, consolidation, and data quality improvement opportunities.
- Demonstrated experience eliciting and translating requirements: meeting with stakeholders and SMEs to define project requirements and associated scope and converting those requirements into actionable technical tasks with clear expectations and tracked progress.
- Bachelor’s degree from an accredited institution in Management Information Systems (MIS), Computer Science, Information Systems, Business Administration with an information systems concentration, Data Science, Software Engineering, or a closely related discipline.
- A Master’s degree in a related field may substitute for two (2) years of the general experience requirement.
- U.S. citizenship is required. Supported systems reside in Azure GCC-High and AWS GovCloud environments subject to U.S. person access restrictions.
- Must possess, or be able to obtain and maintain, a favorable Tier 3 background investigation and a DoW Common Access Card (CAC).
Preferred Qualifications:
- Fifteen (15) or more years of combined software engineering, data engineering, and analytics experience spanning both commercial and government environments.
- Prior service as a Team Lead, Senior Team Lead, Technical Lead, or Program Manager, including tracking individual task loadouts, setting expectations, and monitoring progress.
- Experience supporting research and development programs (e.g., DARPA, AFRL, SBIR/STTR) or comparable environments requiring methodical research, creative ideation, and persistent problem solving under evolving requirements.
- Experience applying AI/ML, predictive analytics, modeling and simulation, or prognostic analysis techniques to operational, sensor, or transactional data paired with the judgment to distinguish where such techniques add real value from where conventional analysis is sufficient.
- Hands-on experience within Azure GCC-High and/or AWS GovCloud, including Azure SQL, Azure DevOps Server, and IL4-accredited application environments.
- Working familiarity with DoW compliance frameworks and with handling requirements for CUI and PII.
- Experience with web-based Content Management Systems (CMS) and administrative portals supporting external user communities.
- Experience designing XML, JSON, or API-based data interfaces that programmatically package and transmit data between government systems or agencies.
- Prior peer-reviewed publication, conference paper, or public technical presentation demonstrating subject matter credibility.
- PMP, Certified Data Management Professional (CDMP), or equivalent professional certification.
- Familiarity with Kaizen or other continuous improvement approaches to process and product refinement.
Pay and Benefits
The annual salary for this position is $130,000.
