Contract Specialist

Overview

Join our team as a Contract Specialist and support the Institute of Museum and Library Services (IMLS) Office of the Chief Financial Officer by delivering end-to-end acquisition support. You will prepare solicitations, price analyses, orders, and modifications, ensure every IMLS contract file is complete, accurate, and FAR-compliant.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8:30am to 5pm Eastern Time. You will collaborate with the IMLS team through Microsoft Teams, Zoom, and Offie 365.

Responsibilities

• Conduct market research and support acquisition planning for simplified and large acquisitions at IMLS.
• Draft solicitations and issue open-market purchase orders under the Simplified Acquisition Threshold (FAR Part 12).
• Prepare task, delivery, and call orders under FAR 8.4 and 16.5, including GSA Schedule orders.
• Execute option exercises (FAR 17.2), bilateral modifications, and contract closeouts.
• Write price analyses, Memos to File, and Summaries for Award, and build audit-ready contract files.
• Prepare and complete CPARS past performance evaluations for current IMLS contracts.
• Serve as a hands-on partner to the IMLS Contracting Officer and program offices, and report weekly on actions and progress.

Qualifications

Required: 

• Bachelor's degree (4-year) from an accredited university.
• At least 24 semester hours in accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. A transcript is required.
• 4+ years of federal contracting experience (GS-1102 Contract Specialist or equivalent). COR experience does not qualify.
• Demonstrated experience with all of the following:
  • SAT purchase orders (FAR Part 12)
  • task and delivery orders (FAR 8.4/16.5)
  • option modifications (FAR 17.2)
  • closeouts and supplemental agreements
  • price analyses, award summaries, and contract file documentation
  • CPARS evaluations
• Strong knowledge of the FAR and federal acquisition systems. Proficiency in Microsoft Word, Excel, PowerPoint, Access, and Project.
• Excellent written and verbal communication, attention to detail, and the ability to work independently and manage multiple actions at once.

Desired: 

• FAC-C / FCP-CM certification.
• Civilian or small-agency contracting experience.
• Experience handling fiscal year-end award surges.
