BACKGROUND AND PURPOSE OF THE ASSIGNMENT: ABOUT WFP The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. WFP has been awarded the Nobel Peace Prize for 2020 for its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war and conflict.
ORGANIZATIONAL CONTEXT
The Asset Management Unit (AMU) is part of WFP’s Management Services Division, Business Development and Shared Services Branch (MSDB). AMU is responsible for developing policies, guidance, and tools that enable effective management of WFP assets globally. Assets (including but not limited to light and armoured vehicles, generators, pre-fabricated units, and ICT equipment) are critical to WFP’s mandate to reach and serve beneficiaries. AMU oversees responsible asset management across the organization by continually improving and refining related tracking systems, accounting practices, and policies. Within AMU, the Global Asset Service (GAS) team focuses on supporting Country Offices (COs) with the disposal of surplus or obsolete assets through public auctions. Since its inception, GAS has generated over USD 60 million in cashable savings, which were reinvested into Country Office operations and capacity-building initiatives (e.g., targeted training), development of tools, and digitization of asset management processes. Given the large volume of old and surplus assets occupying WFP warehouses—and the associated costs of storing and managing these items—GAS plays a crucial role in arranging facilitated auctions to optimize WFP’s resources. Since 2025, GAS is also providing a new Global Shared Service called “UN System Online Auctions” that reimagines asset disposal within the UN system. As a UNSDG-endorsed Global Shared Service, it exemplifies UN 80 objectives and commitment to scale up innovations that deliver results for a more efficient and agile UN, integrated and equipped to respond to today’s complex global challenges. Supporting the UN 2.0 vision of modernizing the UN system, the UN System Online Auctions solution enables UN entities to manage assets responsibly, while maximizing the value and longevity of donor contributions. In essence, it helps extend the useful life of equipment, reduce waste, and generate additional funds to be reinvested back into operations. As the service expands beyond WFP and adoption increases across UN entities, the initiative is entering a scaling phase requiring further definition of its operating model, governance arrangements, and capacity structure. Ensuring the long-term sustainability of the service will require alignment between operational delivery, digital platform development, inter-agency engagement, and internal support functions. In parallel, GAS continues to integrate environmental sustainability considerations into asset disposal processes, contributing to WFP’s broader commitment to the Sustainable Development Goals. ACCOUNTABILITIES/RESPONSIBILITIES:
The assignment relates to the disposal of Assets, including Light Vehicles, in WFPs Country Offices through a sale by auction process. The incumbent will be expected to coordinate the disposal of unused and obsolete assets in the Country Offices, where and when required, as well as work in close collaboration with AMU in HQ, WFP Country Offices and Global Headquarters, or otherParticipating Agencies to UN System Online Auctions Shared Services. In particular, he/she will be responsible for the following: • Contribute and guide the overall WFP auction planning exercise to ensure that the best and most appropriate auction methods are put in place. This should also ensure that CO operational needs are taken into consideration; • Promote the use of UN System Online Auctions to WFP offices and UN System Online Auctions Participating Agencies and ensure it is used whenever it is best for WFP; • Organise, conduct, and document the auctions assigned as per plan. The following sub activities will be considered: o Identify the saleable assets present at Country Office level and ensure completion of all actions to prepare for the auction as per auction checklist; o Set and agree reserve prices with the CO; (and UNHCR if applicable); o Ensure that lots are properly defined and valued; o Seek specific information regarding the host Country’s laws and regulations; regarding the disposal of assets including any environmental issues; o Be present during the auctions to ensure that the auction is carried out correctly by the designated auctioneer and that WFP’s best interests are guaranteed; o Preparing the auction results report and following up that all monies are collected and items not sold recovered; o Ensure that asset management processes, including the Property Survey Board approval process as well as the correct recording of events in WFP corporate systems are timely and properly executed. Regularly update/report to the head of GAS; • Provide monthly reports of activities including number and acquisition value of assets disposed of along with revenue calculations; • Ensure, with support from MSD Front Office that CO correctly transfer GAS related funds to the dedicated special account; • When supporting the CO with the disposal activities, further build capacity at the CO level. Proactively promote, support and contribute to the mainstreaming of other initiatives led by HQ; • Guide asset-related activities of WFP’s field operations in order to ensure assets auctions are completed in a manner that maximizes revenue for WFP and possible UN System Online Auctions Participating Agencies and new revenue generation methodologies are developed and implemented; • Assist in the evaluation of service providers and provide advice to WFP operations on asset disposals; • Identify, assess and select vendors (Auctioneer) based on their capability for delivering the best services and cost effectiveness to WFP; • Onboard and/on coach and/or supervise a more Junior GAS team member; • Act as GAS Officer-in-Charge when required. This position requires extensive travel to numerous WFP field locations – for up to 3 weeks at a time. As this position will be remotely based, in order to be eligible for this position, the candidate must have consistent and reliable internet connection from their remote location.
DELIVERABLES AT THE END OF THE CONTRACT:
• Necessary admin documents produced and approved by relevant bodies (e.g. missions TOR approved by CD); • Auction report (1 per auction) detailing Gross Revenues, Auctioneer fee (incl. of UNHCR fee if relevant), Fleet Center fee, UN System Online Auctions Shared Service fee, GAS fee as well as any other operating costs (e.g. online card payment or marketing expenses), by lots and by categories properly documenting auction results for each WFP office and UN Online Auctions System Participating Agency; • Corporate systems updated (GEMS and FMS and Auction Digital Office) and GAS reporting files after each auction; • Financial transactions executed by all relevant stakeholders (UNHCR and Auctioneer, Fleet Center, UN System Online Auctions Participating Agencies, GAS Service).
QUALIFICATIONS & EXPERIENCE REQUIRED: Education: University degree in Business Management, Finance or similar, or additional years of work experience in lieu of the university degree; Member of a Chartered Institute of Auctioneers/Surveyors or similar would be a plus. Experience: 5 years minimum of work experience in Business Management, Accounting or similar; Prior experience in conducting auctions or working for an auctioneer would be desirable; Direct experience with WFP is desirable (within Supply Chain, Admin or related). Required Knowledge & Skills: Demonstrates high level analytical skills and understanding of asset and fleet management; Strong team leadership to oversee actions to be taken at CO level; Strong interpersonal skills and ability to work with people at all levels; Proven experience with effective cross-cultural communication. Vendor relationship management and negotiation skills; Proven networking and coordination skills; Proven ability to work effectively both independently and in a remote team-based environment; Extensive proficiency Microsoft Office 365 (Excel / Word / Outlook / TEAMS / SharePoint). Desired Knowledge & Skills Knowledge of WFP Corporate tools, WINGS/SAP (FI and Pl/M modules); Fleet Management System and UN System Online Auctions solution; Has in-depth knowledge of accounting and budgeting; Other Requirements Ability to travel up to 70% of the time; Very strong organizational and planning skills - ability to organise work, respect deadlines and report results; risks and problems are anticipated, and mitigation efforts are put in place to ensure overall delivery of all deliverables Ability to organise own work, take initiative and seek clarification when required Demonstrated willingness to be flexible and adaptable to changing priorities Self–motivated, extremely reliable; proven ability to make sound judgment calls Proven ability to champion and promote best practice processes and procedures Excellent health Flexible on availability to suit the needs of complex WFP operations; the flexibility to travel as required Languages International Professional: Fluency (level C) in English language. Preferably intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
