BACKGROUND AND PURPOSE OF THE ASSIGNMENT:


SCDCT requires a funds management focal point who demonstrates adaptive capacities in effective supply chain fund management and make significant independent contributions to the planning and development of operating policies and procedures also to provide specialist advice, analytics and contributions to integrated supply chain operations at HQ level. The function also requires coordination with the corporate planning and process unit on strategic guidelines and procedures to ensure alignment with the Corporate Budget Process (CBP).


ACCOUNTABILITIES/RESPONSIBILITIES


1. Supply chain budget planning and funds management field support focal point for RBs providing support to CO and RB staff in executing UN WFP policies regarding budget planning and funds management.
2. Coordinate and support the development of the SC budget planning, funds management and monitoring processes, tools and knowledge base including guidance and training materials.
3. Act as the SC food modality budget planning subject matter expert and support Funds management network in RBs and HQ.
4. Analyze SC processes to define constraints a bottlenecks and propose optimization solutions.
5. Map AS-IS status of existing budget planning and funds management processes, and provide recommendations based on collected inputs from stakeholders involved in the process area to optimize the integration the of supply chain.
6. Support the drafting of business requirements to integrate and improve supply chain budget planning and funds management processes in the to corporate budget planning process area.
7. Support the design of a knowledge management plan or supply chain funds management function.
8. Support country offices/Regional Bureaus/Corporate forces in the on-set of large-scale emergency operations and at the inception of the country strategic plan.
9. Ensure quality data of SC cost Matrix reviews according to corporate regulations and policies.
10. Review SC funds monitoring controls and reports needed to measure performance (actuals Vs Planned) and cost analysis including the quarterly monitoring tool for CSP countries to avoid any surplus/deficit.

11. Contribute to supply chain policy development and implementation, refining processes and procedures in line with SC strategy to achieve operational cost efficiency, agility and reliability.
12. Coordinate Fund Management Training at RBs and COs level when required.
13. Prepare communication materials to inform SC actors of the new tools or changes in the SC performance matrix.
14. Monitor KPIs and report to supervisor on performance trends.
15. Process regular data and compile reports for the purpose of continued monitoring of Food Transfer Cost funds status reports and year-end closure of accounts.

17. Perform any other duties requested by supervisor.


DELIVERABLES AT THE END OF THE CONTRACT:


• Alignment of SC fund to the tonnage.
• Timely and accurate budget creation and budget revision for ongoing activities.
• Alignment of COs with corporate policies, procedures, and regulations.
• Consolidated library of inputs and recommendations from the supply chain primary stakeholders, documenting the needed process improvements and system adjustments for the integration of supply chain budget planning and funds management into WFP corporate budget planning and reconciliation process areas.
• Provide or improve tools and automation for budgeting and monitoring exercises if necessary.
• Drafted knowledge management plan for supply chain funds management function.


QUALIFICATIONS & EXPERIENCE REQUIRED:


Education:

University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or another related field, or First University degree with additional years of related work experience and/or training/courses
Experience:

At least 3 to 5 years of experience in Supply Chain, experience in funds management and accounting. Experience in reporting, monitoring, and tracking
Knowledge & Skills:

Good knowledge of WINGS and the Funds Management module.
Languages:

Fluency (level C) in English
