JOB TITLE: IT Consultant
TYPE OF CONTRACT: Regular consultancy contract (re-appointment)
UNIT/DIVISION: TECA
DUTY STATION (City, Country): Remote
DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
TECA is the Architecture Unit in TEC. To support the digital transformations that are taking place in WFP, we are also shifting the traditional focus on standards, structure and control towards establishing business driven architecture. By providing the insights, models and common vocabulary for WFP staff, we can facilitate better decision making and collaboration. To support TECA initiatives, the Consultant will be working under the direct supervision of the Chief of TECA (or OIC).
The Consultant will be expected to contribute towards formalizing the TECA Services provided to TEC and Business Units, supporting efforts to merge Service architecture and Service design, and assisting Business, Data, Infrastructure, Enterprise and Solutions Architecture teams by providing data analysis and implementing knowledge management.

ACCOUNTABILITIES:
1.Tactical management of existing TECA Services: Architectural Board, Demand Assessmentand Procurement Support.
2.Tactical management of new TECA Services (as onboarded)
3.Data analysis and data visualization to support TECA activities.
4.Set-up and maintenance of TECA technical repositories of data and documents.
5.Manage the merging of Service Design and Service Architecture activities.
RESPONSIBILITIES:
1.Architectural Board:
a.Manage, coordinate and provide quality assurance for the preparation and presentation ofsubmission of IT solutions and product roadmaps to the Architecture Board.
b.Update procedures for preparation, submission and presentation to Architecture Board toreflect content of newly adopted AB Terms of Reference.
c.Meet regularly with TEC units to review demand and proactively manage ArchitecturalBoard requests.
2.Demand Assessment:
a.Manage and coordinate the submission of the technology assessment to the relevant focalpoint and assist with the preparation of evaluation responses.
b.Assist the Business Engagement Management team during the analysis and assessment ofany software request to evaluate the possibility to reuse any existing corporate standardsolution or software.
3.Procurement Support: Manage and coordinate the submission of technical requirements tothe relevant focal points and assist if needed with the preparation of evaluation responses.
4.Support the TEC Project/Product teams in the preparation of enterprise architecture relateddeliverables, their review and their integration within WFPs enterprise architectureframework.
5.Facilitate and oversee possible improvement of the Enterprise Architecture repository (tobetter incorporate architectural diagrams, solution list, business capabilities, value streams

target architecture standards and patterns, etc.) and related maintenance process, taking into consideration the potential dependencies and integration requirements with the evolution of the demand management, project portfolio management, application portfolio and product journey practices
6.Draft and facilitate the validation and adoption of maintenance and dissemination processes related to Enterprise Architecture artefacts
7.In close collaboration with Corporate Solution development and other concerned TEC units, participate in the definition and documentation of an initial Service Architecture Framework in support of the immediate need of embedding a service mindset into how digital products are delivered to best support business operations
8.Provide data analysis for Key Performance Indicators established for Architectural Board and support analysis for other indicators needed for TECA activities.

DELIVERABLES AT THE END OF THE CONTRACT:
•Updated procedures for preparation, submission and presentation to Architecture Board.
•Documented output, outcome and recommendation from Architecture Boards
•Updated technical requirements lists for Procurement processes.
•Documented procedures to maintain Architectural diagrams and repositories documented and shared.
•Approved TECA inputs into Service Design and Architecture framework
•Key performance data for Architectural Board and TECA activities (as needed) available on-demand.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
Experience: • 4 years minimum experience in the definition of IT or Enterprise Architecture artefacts and related maintenance and publishing processes
•4 years minimum experience in the planning, coordination, quality assurance and communication of a variety of IT architecture deliverables produced by multi-functional teams
Knowledge & Skills:
Communication, Ethics & Values, Teamwork, Client Orientation, Cognitive Capacity, Interpersonal Relations, Stress Resistance, Behavioural Flexibility.
Languages: Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages) is desirable.
