ORGANIZATIONAL CONTEXT

Established in September 2017, the Risk Management Division (RMD) helps establish a systematic and disciplined approach to identifying and managing risks across WFP, supporting the achievement of organizational objectives through strengthened risk management, internal control, compliance, oversight reporting, anti-fraud and anti-corruption measures, donor review management and organizational learning. RMD includes a network of Regional Risk Officers embedded within the Division and reporting directly to the Chief Risk Officer, while also providing functional leadership to Risk Officers and risk focal points across Country Offices. Guided by the vision of embedded risk management and strengthened accountability across WFP, RMD promotes risk-informed decision-making through integrated tools, guidance, analysis and continuous learning.

The position is in the Oversight Accountability Support Unit (RMDO) within the Risk Management Division (RMD). RMDO serves as the corporate focal point for oversight accountability and reporting, supporting the monitoring, analysis and reporting of oversight recommendations and agreed actions arising from internal and external oversight activities, including evaluation, audit, and Joint Inspection Unit reviews. RMDO supports corporate processes related to evaluation follow-up, management responses, oversight reporting, recommendation tracking, accountability analytics and organizational learning, working closely with global headquarters and country offices and oversight bodies to strengthen organizational accountability across WFP.

PURPOSE OF THE ASSIGNMENT:

The incumbent will support corporate oversight accountability and governance processes by facilitating the effective follow-up of evaluation recommendations and other oversight actions across WFP. Working closely with Global Headquarters and Country Offices, the incumbent will provide analysis, advice and coordination to strengthen organizational accountability, support informed management decision-making, and promote the timely implementation of agreed actions arising from evaluations and other oversight activities. The role will contribute to Executive Board and senior management reporting, support strategic engagement on management responses to centralized evaluations, and promote organizational learning through analysis of oversight trends and recommendations. The incumbent will also contribute to RMDO advisory services, oversight accountability initiatives and continuous improvement efforts across WFP. The staff member will report to the Risk and Accountability Officer and Head of the Oversight Accountability Support Unit (RMDO).

KEY ACCOUNTABILITIES (Not all inclusive, within delegated authority):

Coordinate WFP activities related to Evaluation matters, including but not limited to the following:

1. Lead the coordination and monitoring of Management Responses to WFP centralized evaluations, including facilitation of the preparation of centralized management responses, as well facilitation of stakeholder workshop, as needed.

2. Prepare high-quality reports for senior management on evaluation recommendations implementation status.

3. Lead the preparation of the annual reports to the Executive Board related to evaluation recommendations including the implementation status of evaluation recommendations report (ISR) and management response to the annual evaluation report.

4. Follow up on outstanding evaluation recommendations and agreed actions from evaluation reports, maintaining effective relationships with WFP recommendation owners.

5. Participate in the process of resolution of oversight issues, including issues for which action has not been taken within a reasonable timeframe.

6. Maintain, review and update standard operating procedures, guidance, templates and related documentation governing management responses to centralized and decentralized evaluations.

7. Support the design, maintenance and enhancement of oversight monitoring systems and dashboards, including testing, data validation, reporting, training and user support.

8. As necessary, prepare datasets, summaries, briefings, and presentations to support organizational processes including the annual Executive Director’s Assurance Exercise, as required. Make proposals, develop solutions, and communicate with key internal actors. Identify and propose escalation of issues that merit executive management attention/decision. 9. Support processes related to JIU reviews including (but not limited to) preparation of Executive Board reports, collections of recommendation responses and updates and preparation of WFP input to inter-agency comments on JIU reports, as required.

10. Provide functional or direct supervision to consultant in the conduct of monitoring and reporting oversight activities, as required.

11. Other duties as required.

Contribute to RMD technical advisory services, as necessary, including:

1. Develop and review guidelines, procedures, and other documents to support the development of appropriate internal control and accountability frameworks.

2. Undertake research and analysis on internal control and oversight issues to enable the provision of comprehensive advisory services to Global headquarters and country offices.

3. Promote awareness of internal control principles and tools to manage risk and enable well informed decisions.

4. Review draft policies, oversight tools, and other work products, critically analyze, and suggest revisions as needed.

5. Other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, business/public administration, finance, economics, international development, audit or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses in monitoring and evaluation, audit, performance and risk management or other related fields.

Experience:

Minimum of 5 years of relevant professional work experience including in international development or humanitarian work and strong experience using a variety of quantitative and qualitative analytical tools and methods including at the country level. Experience in the coordination and management of corporate processes and platforms related to evaluation, both in headquarters and field locations, desirable. Knowledge of UN/WFP governance, organizational structures, strategy and major initiatives. Understanding of UN/WFP rules, regulations and policies. Excellent English writing skills and ability to independently prioritize and plan. Analytical, evaluative, and problem-solving skills; resourcefulness, initiative, good judgement, tact, diplomacy and strong oral and written communication skills. Ability to establish effective working relationships with persons of different national and cultural backgrounds. Ability to synthesize complex information into digestible summaries tailored to stakeholder needs. DESIRABLE: Writing for governing body and senior management audiences; preparing input to inter-agency processes and supporting inter-agency discussions.

Languages:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese, WFP’s working language.
