JOB TITLE: Finance Consultant

DURATION: 4 months (to start as soon as possible)
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Contribution Accounting and Donor Financial Reporting (CFORC) branch is dedicated to maintaining transparency and accountability in managing contributions and donor reporting. It ensures the effective management and reporting of funds allocated to WFP operations, in compliance with donor requirements and WFP rules.
Under the direct supervision of the Chief, CFORC, the responsibilities include:
• Prepare standard and specialized donor financial reports
• Assign expenditure to relevant grants under the Expenditure Certification Program (ECP)
• Coordinate the refund or reprogramming of unspent balances Support COs and HQ units in contribution management and donor financial reporting
CFORC is seeking short-term support for a four-month assignment to strengthen the European Commission (EC) Reporting Team during the peak reporting period.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Finance Officer and overall supervision of the Chief, CFORC, the incumbent will perform the following.
• Prepare and submit specialized EC financial reports, ensuring compliance with donor agreements through comprehensive financial analysis, expenditure eligibility verification, and accurate reporting of grant expenditures.
• Ensure accurate cash posting and timely resolution of outstanding EC contribution issues, supporting effective fund management and donor compliance.
• Review and monitor EC-related receivables, liaising with Brussel Office and Country Offices to follow upon long-outstanding balances and support their timely clearance.
• Maintain and update the EC reporting repository, ensuring that all certified financial reports, supporting documents, and relevant correspondence are properly filed and uploaded.
• Support verification and audit exercises related to EC-funded grants, including the collection, review, and validation of supporting documentation and financial records.
DELIVERABLES AT THE END OF THE CONTRACT:
• Delivered accurate and timely EC interim financial reports, ensuring full compliance with donorrequirements through comprehensive financial data analysis and validation.
• Strengthened grant financial management by reconciling EC receivables, resolving outstanding cash transactions, and facilitating timely grant closure.
• Maintained a complete and up-to-date EC reporting repository, ensuring 100% of certified financial reports were accurately filed
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
• University degree in Finance, Business Administration, Accounting or related fields
Experience:
• Has experience in donor financial reporting
• Cash posting and clearing of Treasury Clearing Accounts
• Has experience in using excel to analyze extensive volume data, creation of reports, charts, and summary reports.
Knowledge & Skills:
• Strong interpersonal, communication, and problem-solving skills.
• High level of reliability, professionalism, and accountability.
• Proven ability to collaborate effectively within diverse teams.
• Adaptable and responsive to evolving priorities and business needs.
• Sound knowledge of bookkeeping, financial data management, and reporting.
• Advanced proficiency in spreadsheets, data analysis, and data entry.
• Strong attention to detail and commitment to accuracy.
• Ability to perform effectively under pressure and meet tight deadlines.
• Solid understanding of business processes, with the ability to quickly learn and apply UN/WFP systems, policies, and procedures.
Language:
• Fluency in English is required. Working knowledge of another UN language desirable.
