This position is being recruited in support of a current proposal opportunity and is contingent upon Quivera Enterprises being awarded the contract.
Wichita Tribal Enterprises (WTE), a Quivera Enterprises subsidiary, is seeking an experienced Communications Specialist to support the Office of Information Technology (OIT) by planning, initiating, executing, and managing communications, marketing, stakeholder engagement, and organizational change management activities.
The Communications Specialist helps increase awareness of OIT services, expand their reach and impact, improve adoption of IT systems and processes, strengthen OIT’s reputation with stakeholders and customers, and promote engagement and accountability across the organization.
Working in coordination with the Federal Task Lead, the Communications Specialist supports the technical, contractual, administrative, and financial aspects of assigned tasks. The position manages communications strategy and develops branding, messaging, outreach, and stakeholder communications that promote the Assistant Chief Information Officer (ACIO), OIT programs, services, initiatives, and related portals.
DUTIES AND RESPONSIBILITIES
Communications & Marketing
- Plan, initiate, execute, and manage communications, marketing, and organizational change management activities supporting OIT.
- Develop and manage overall communications strategies, branding, messaging, and outreach for the ACIO, OIT programs, services, initiatives, and related portals.
- Develop communications plans and materials tailored to audience interests, behaviors, needs, communication preferences, and other relevant human factors.
- Develop clear, engaging, and audience-appropriate content for internal and external stakeholders.
- Support stakeholder and customer outreach through the development of presentations, briefings, white papers, broadcast messages, announcements, and other communications products.
- Provide communications support for OIT projects, programs, initiatives, and functional areas.
- Support the development, maintenance, and improvement of OIT web portals and other approved communications channels.
- Review and improve communications products to increase quality, clarity, consistency, accessibility, effectiveness, and customer satisfaction.
- Maintain consistency of branding, messaging, terminology, and communications standards across assigned products and channels.
Organizational Change Management
- Develop and implement organizational change management plans that promote user awareness, readiness, adoption, and sustained use of IT systems, services, and processes.
- Develop communications and engagement strategies that support technology implementations, process changes, modernization initiatives, and organizational transformation.
- Identify stakeholder groups and communication needs to support effective change-management activities.
- Develop targeted messaging and communications materials that explain changes, benefits, impacts, expectations, timelines, and available resources.
- Support training, awareness, readiness, and knowledge-transfer activities associated with new or changing IT systems and processes.
- Monitor stakeholder feedback and adoption concerns and recommend communications or engagement activities to address identified needs.
Stakeholder & Customer Engagement
- Develop and support OIT stakeholder and customer surveys to measure satisfaction, awareness, engagement, and service effectiveness.
- Analyze stakeholder and customer feedback and recommend improvements to communications, service quality, and customer satisfaction.
- Facilitate meetings, stakeholder discussions, working sessions, and planning activities.
- Organize complex information and develop action-oriented plans, artifacts, and deliverables supporting strategic planning, project and program management, and technical teams.
- Coordinate stakeholder input and ensure relevant feedback is incorporated into communications strategies, products, and improvement initiatives.
- Provide subject matter expertise and consultation for the development and refinement of OIT communications strategies, plans, processes, and documentation.
Performance & Reporting
- Recommend service improvements and customer-satisfaction initiatives based on stakeholder feedback, communications results, and identified organizational needs.
- Support development of performance dashboards and meaningful communications, engagement, and service-delivery metrics.
- Track communications activities, deliverables, milestones, risks, issues, and action items.
- Prepare weekly status reports using current approved templates and formatting appropriate for the intended audience.
- Maintain communications documentation and supporting records in accordance with applicable requirements and organizational standards.
- Meet applicable project schedule, quality, performance, and reporting requirements.
REQUIRED EXPERIENCE AND QUALIFICATIONS
- Minimum of four (4) years of experience developing communications or marketing documentation, reports, manuals, presentations, and related materials for IT programs or projects.
- Demonstrated experience developing and executing communications strategies, plans, messaging, and stakeholder outreach activities.
- Excellent written and verbal communication skills, including the ability to communicate technical, program, and organizational information clearly to audiences with varying levels of technical knowledge.
- Demonstrated ability to create training videos and conduct training activities.
- Proficiency with Microsoft Office products, including experience editing, formatting, proofreading, and correcting documents and presentations.
- Demonstrated ability to inspect and evaluate communications products for quality, clarity, accuracy, consistency, readability, and effectiveness.
- Strong command of English spelling, grammar, composition, and usage.
- Ability to facilitate meetings, coordinate stakeholder input, organize complex information, and develop clear, action-oriented deliverables.
- Ability to develop professional presentations, briefings, white papers, broadcast communications, and stakeholder-facing materials.
- Proven ability to manage multiple priorities and meet project schedule, quality, performance, and reporting requirements.
- U.S. Citizenship Required.
- Must have the ability to obtain and maintain the Government security clearance and/or suitability determination required for the position.
- Must meet all applicable federal contract requirements.
PREFERRED QUALIFICATIONS
- Experience supporting federal government agencies or federal programs.
- Experience supporting federal IT modernization, organizational change management, stakeholder engagement, or technology-adoption initiatives.
- Experience supporting the U.S. Department of the Interior (DOI) and/or Indian Affairs (IA).
- Experience developing communications for enterprise IT services, programs, systems, or technology implementations.
- Experience developing stakeholder surveys, analyzing customer feedback, and supporting performance metrics or dashboards.
- Active Government security clearance.

This position primarily involves work in a professional office or remote work environment.
