BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme’s Multi-Country Office (MCO) for the Caribbean works with national, regional and international partners to strengthen resilience to the climate crisis, and to other risks. WFP adopts a systems-focused approach as part of its capacity-strengthening efforts, through research and advocacy, digitalization, human-resource development, South-South Cooperation, and by investing in critical infrastructure and assets. WFP works with partners to provide direct assistance to vulnerable people impacted by shocks, when events surpass national and regional capacities. These investments place the most vulnerable people at the centre of efforts to minimize the combined impacts of climate, economic and other shocks. WFP Caribbean’s 2022-2026 Multi-Country Strategic Plan supports 22 countries and territories across the English- and Dutch-speaking Caribbean through the provision of expertise in vulnerability analysis and mapping; end-to-end supply-chain management; shock-responsive social protection; food-systems strengthening, and climate-risk financing.

The MCO will present the 2027-2032 Multi-Country Strategic Plan (MCSP) to the Executive Board this year and there will be a need to develop a comprehensive communications plan for the new MCSP while showcasing the value of WFP’s work under the past MCSP. Similarly, it is currently the peak of the 2026 Atlantic hurricane season and there will also be impacts of El Nino on the Caribbean into 2027, it is important to have WFP Communications capacities in place for the eventuality of a response and to ensure that certain remaining communications initiatives are put in place for the current season. 

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the supervision of the Senior Partnerships Officer, and working in collaboration with the Reporting Officer and Communications Associate, the consultant will:
1.    Finalize the 2027-2031 Communication Plan.
2.    Provide inputs and guidance around the packaging and final communication product(s) of the key achievements and value add of WFP under the 2022-2026 MCSP.
3.    In the case of an emergency response for the 2026 Atlantic Hurricane season, undertake communication efforts to give visibility to WFP’s operations.
4.    To support the development of an individual giving campaign to support resource mobilization efforts for the Caribbean MCO, if required.

OTHER POST REQUIREMENTS:
WFP provides emergency response support to the 22 English and Dutch-speaking countries in the Caribbean as needed. In this role, the incumbent may be required to:
•    Support the Unit's emergency response activities.
•    Deploy to affected countries to assist with Unit operations as required.
•    Work beyond regular working hours to support emergency response efforts.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:    Advanced University degree in Journalism, International Relations, Public Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience:    

•    At least 5-10 years of postgraduate progressively responsible professional experience in experience in specialised communications practices and expert knowledge of the external context in which these apply.

•    Has led multi-functional and cross-geography teams in the delivery of innovative communications projects.

Deploy to affected countries to assist with Unit operations as required.
•    Has developed recommendations to senior leaders on ways to improve WFP’s approach communication support services.

Knowledge & Skills:

Knowledge of WFP communications considered an asset.

Languages:

Fluency (level C) in both oral and written communication in English.
