Background 

Afghanistan is facing one of the world’s largest humanitarian crises. Escalating food insecurity, widespread malnutrition, economic hardship, climate shocks and an increase in forced returnees from Pakistan and Iran continue to leave millions of families unable to meet their basic needs. Women and children are disproportionately affected.  

Through its humanitarian funding, the European Union (EU) supports WFP in delivering lifesavingassistance to the most vulnerable communities. The EU and WFP are now embarking on a joint visibility campaign that aims to bring the realities of the crisis closer to European audiences while demonstrating the tangible impact of EUfunded humanitarian action.  

The campaign will centre on a public exhibition in two European capitals, supported by a geotargeted digital campaign designed to extend reach and increase attendance.  

Purpose of the Assignment 

The Consultant will serve as Project Lead for the EU–WFP Visibly Campaign for  Afghanistan, coordinating all aspects of campaign development, production, installation, launch and digital amplification. They will act as the central liaison between WFP Brussels, WFP Afghanistan, the creative agency, photographer, EU/ECHO counterparts, and local authorities in host cities.  

The Consultant ensures the campaign is delivered on time, on budget, in line with WFP and EU visibility guidelines, and with high creative and operational quality.  

Key Responsibilities 

A. Project Management & Coordination 

  • Campaign planning and development of a detailed workplan, timeline and budget.  

  • Coordinate all stakeholders: WFP Brussels, WFP Afghanistan, EU/ECHO, creative agency, photographer, local partners and city authorities.  

  • Lead weekly coordination meetings and ensure smooth information flow across teams.  

  • Manage procurement processes related to the creative agency and production vendors.  

  • Ensure compliance with WFP visibility, branding and safeguarding standards.  

B. Creative & Content Development 

  • Support the agency in developing the creative concept, narrative framework, visitor journey and exhibition experience.  

  • Coordinate story selection with WFP Afghanistan, ensuring ethical storytelling and informed consent.  

  • Oversee field content collection (photography, interviews, video) and ensure alignment with campaign objectives.  

  • Review and validate all creative outputs: exhibition panels, photo stories, interactive elements, branding, digital assets.  

C. Exhibition Production & Installation 

  • Coordinate venue identification, permits and approvals in two EU capitals.  

  • Oversee production of all exhibition materials (printing, fabrication, transport).  

  • Manage installation logistics, including build, layout, security, accessibility and maintenance.  

  • Ensure all exhibition elements meet WFP/EU branding requirements.  

D. Launch & Public Engagement 

  • Plan and coordinate launch events in both cities, including media engagement, stakeholder attendance and content capture.  

  • Prepare briefing notes, talking points and event scripts for WFP and EU representatives.  

  • Support onsite coordination during installation and launch days.  

E. Digital Campaign Coordination 

  • Work with the agency to develop the geotargeted digital campaign across Meta platforms.  

  • Validate digital assets, messaging and paid formats.  

  • Ensure delivery of raw highresolution assets for EU/ECHO use.  

  • Monitor campaign performance and support reporting.  

F. Reporting & Documentation 

  • Produce regular progress updates for WFP and EU/ECHO.  

  • Draft final campaign report including reach, engagement, lessons learned and recommendations.  

  • Ensure proper archiving of all creative and operational  

  • materials.  

Deliverables 

  • Detailed campaign workplan and timeline.  

  • Coordination of creative agency onboarding and photographer deployment.  

  • Approved creative concept, narrative framework and exhibition design.  

  • Complete set of exhibition materials ready for production.  

  • Successful installation and launch of exhibitions in two EU capitals.  

  • Geotargeted digital campaign delivered with performance metrics.  

  • Final campaign report.

Qualifications & Experience Required 

  • Advanced university degree in Communications, International Relations, Humanitarian Studies, or related field.  

  • Ability to travel within the EU (No VISA Restriction) 

  • Minimum 5–7 years of experience in campaign management, exhibition production, creative coordination, or humanitarian communication for the UN. 

 

  • Demonstrated prior experience managing large-scale donor visibility campaigns, including the planning and delivery of on-the-ground exhibitions and related visibility activities. 

Qualifications & Experience Desired 

    • Proven experience managing multistakeholder projects with external agencies.  

    • Strong understanding of humanitarian principles and ethical storytelling.  

    • Experience working with EU institutions or ECHO is an asset.  

    • Excellent project management, interpersonal and negotiation skills.

    • Preparatory phase: Nov 2026 (3 days a week)  

    • Content development: Nov 2026 – Jan 2027 (3 days a week)  

    • Production & installation: Feb–March 2027 (4 days a week)  

    • Launch & digital campaign: April 2027 (4 days a week)  

    • Reporting: May 2027: (2 days a week)
