The AVP of Infrastructure provides strategic leadership for enterprise infrastructure operations, technology platforms, and engineering across all business lines. They are responsible for shaping the long-term vision, ensuring scalable and secure systems, and managing high-performing teams to drive operational excellence.
Job Summary
Provides strategy and leadership to team responsible for enterprise infrastructure operations, technology platforms, and engineering across all lines of business. Responsible for shaping the long‑term vision and roadmap for infrastructure capabilities, ensuring platforms are scalable, secure, resilient, and aligned with organizational goals. Partners with senior information technology (IT) and business leaders to define technology strategy, prioritize investments, and guide the evolution of the enterprise technology portfolio toward a more efficient, flexible, and modern future state. Oversees IT service performance, operational excellence, and engineering execution while fostering strong stakeholder relationships and driving continuous improvement across the organization.
Essential Job Duties
• Supports strategy development, vision and direction for the enterprise information technology (IT) infrastructure function. Demonstrates accountability for performance and financial results, and keeps executive leadership apprised.
• Oversees and innovates infrastructure as a service - covering all aspects of the Molina network, server and storage capabilities including: high availability, disaster recovery, point-in-time recovery, network, server and storage management tools and infrastructure, capacity planning, policy implementation, legal and compliance needs, and server and resource virtualization.
• Oversees the planning, development, and implementation of the organization’s hardware and software systems that support the business network.
• Ensures that the enterprise has the capability to support new technologies and maintain high levels of network performance and reliability.
• Develops strategies to improve customer experience, decrease costs, and shorten implementation times.
• Creates sustainable practices for managing and delivering, including network, server and storage designs for individual projects (e.g. support center), and lifecycle management of all network, server and storage and backup infrastructure.
• Ensures that all systems are tuned to maintain high availability and capacity to meet demand.
• Analyzes department needs and establishes priorities for network design and implementation to develop new and/or modify the company’s networks and applications.
• Serves as escalation point for all network, server and storage-related incidents, and oversees resolution service disruptions and implementation of preventative measures.
• Ensures continuous integrity, availability, and performance of the Molina network, server and storage infrastructure.
• Oversees development of procedures and processes for enterprise network operations.
• Establishes departmental goals, objectives, and operating procedures; directs continuous improvement of staff, equipment, and procedures to maintain pace with technological progress, economic change, and business needs.
• Hires, trains, mentors, and develops a high-performing team; ensures enterprise IT talent possess skills required to achieve strategic and operational objectives, and demonstrates accountability for team performance and achievement of department-specific goals.
Required Qualifications
• At least 10 years of progressive information technology (IT) network experience with a focus on infrastructure services with a large/highly matrixed organization, including deep experience in software engineering IT design/architecture, or equivalent combination of relevant education and experience.
• At least 5 years of management/leadership experience.
• Bachelor's degree in IT, computer science, statistics, business, health care, engineering, etc.
• Experience delivering large-scale solutions across multiple business units and geographies.
• Enterprise architecture experience in complex technology ecosystems.
• Advanced information systems (IS) and programs expertise.
• Strong understanding of infrastructure planning, sizing, virtualization, containerization, and cloud.
• Fluent in infrastructure support technologies.
• Specific domain expertise with in either Medicaid, Medicare, and or Marketplace.
• Experience with global delivery models and working with third-party consultancies.
• Recognized technology and architecture leader with proven track record of delivering software engineering initiatives at scale and cross technology/business initiatives with a focus on payor applications.
• Understanding of web service standards and practices.
• Experience with data center network buildout.
• Experience working in global delivery models/hybrid staffing structures.
• Ability to cultivate a culture of openness, transparency and inclusion and build, maintain, and grow high-performing architecture teams globally.
• Knowledge of health care payer processes/industry/trends.
• Ability to execute data queries and analysis to support fact-based decision-making.
• Strong data-analysis and critical-thinking skills.
• Strategic planning and process design/improvement experience.
• Effective organizational and time-management skills.
• Ability and initiative to learn and research new concepts, ideas, and technologies quickly.
• Strong project management experience.
• Ability to collaborate cross-functionally in a highly matrixed organization, and influence stakeholders on scalable solutions.
• Excellent verbal, written, and interpersonal communication skills.
• Microsoft stack (including advanced Excel), and SQL proficiency.
Preferred Qualifications
• Executive‑level certifications, such as ITIL Expert/Master, PMP, Six Sigma Black Belt, or equivalent.
• Deep understanding of health care industry regulations, compliance requirements, and Medicaid/MCO operational frameworks.
• Demonstrated experience leading large‑scale infrastructure modernization, cloud transformation, or enterprise technology programs.
• Proven ability to operate effectively in a complex, highly matrixed organization, influencing senior leaders and cross‑functional stakeholders.
• Experience developing and executing long‑term IT infrastructure strategies, including financial planning, workforce planning, and technology road mapping.
• Strong background in vendor management, contract negotiation, and oversight of large enterprise technology service providers.
• Experience presenting to executive leadership, boards, or governance committees, including ability to translate complex technical concepts into business focused insights.
Proven experience developing and delivering Power BI reporting solutions.
