JOB SUMMARY

IWL is a national hub funded by the U.S. Department of Labor’s Apprenticeship Builds America grant (ABA2) to champion the expansion of Registered Apprenticeship Programs (RAPs). IWL’s Apprenticeships Programs helps employers hire and train new or existing employees in the human services or care economy workforce. NIWL offers four nationally recognized RAPs: Behavioral Community Health Worker, Peer Support Specialist, Substance Use Disorder and Mental Health Counselor, and Youth Development Practitioner. Each RAP provides workers an opportunity to build their skillsets in a rewarding career path while also meeting critical workforce needs.

The Apprenticeship Outreach & Engagement Specialist will lead and execute outreach and recruitment strategies to expand employer partnerships and increase enrollment in RAPs and participation in pre-apprenticeship programs. This role will drive engagement with employers, workforce partners, and community organizations to support the growth and scale of apprenticeship programs under FHI 360 initiatives, including ABA2.

Reporting to the Apprenticeships Project Director and working collaboratively with FHI 360 staff implementing the initiative, the position plays a key role in achieving program targets by building pipelines of employer partners and supporting recruitment and registration of apprentices through coordinated outreach, events, and partnership development. This role will have the opportunity to shape and scale national apprenticeship programs working at the intersection of workforce development, employer engagement, and contribute to expanding career pathways in high-demand sectors.

RESPONSIBILITIES include but are not limited to:

1. Outreach Strategy & Implementation

  • Ensure project implementation, adheres to company strategy, and remains technically sound.
  • Provides technical support, including the development and execution of an apprentice and employer engagement strategy, outreach plans, and develop talking points and collaterals for businesses to increase awareness and adoption of apprenticeship programs
  • Develop targeted outreach campaigns (email, webinars, phone calls, info sessions, partner networks)
  • Coordinate and implement  recruitment events, including virtual and in-person sessions
  • Leverage partner networks (workforce boards, CBOs, state agencies) to expand reach
  • Track project outreach indicators and produce reports

2. Employer Engagement & Partnership Development

  • Identify, cultivate, and manage relationships with employer partners across target sectors
  • Conduct outreach meetings, presentations, and follow-ups with prospective employers
  • Initiate and support employers through onboarding processes (e.g., program design, agreements, enrollment steps)
  • Maintain strong relationships to support retention and expansion of employer partners
  • Develops and delivers virtual and in-person presentations

3. Apprentice Recruitment Support

  • Collaborate with partners to identify and recruit qualified apprentice candidates
  • Support development and dissemination of outreach materials (flyers, messaging, toolkits)
  • Track outreach effectiveness and adjust strategies based on performance

4. Stakeholder Coordination

  • Collaborate with internal teams (technical advisors, project managers, communications, etc.)
  • Coordinate outreach efforts with national and regional partners
  • Ensure alignment with program goals, timelines, and grant requirements

5. Data Tracking & Reporting

  • Track outreach activities (calls, meetings, events, leads, conversions)
  • Maintain CRM or tracking systems for employer and partner engagement
  • Analyze data to inform outreach strategy and report on progress toward goals

6. Communications, Event & Convening Support

  • Inform messaging and resources to utilize in outreach efforts
  • Plan and support apprenticeship information sessions, accelerators, and convenings
  • Develops and delivers presentations
  • Represent FHI 360 in external meetings, events, and conferences

REQUIRED SKILLS & COMPETENCIES

  • Knowledge of Registered Apprenticeship Programs (RAPs) or workforce systems.
  • Strong stakeholder engagement and relationship-building skills
  • Experience with outreach, sales, business development, or partnership management
  • Excellent written and verbal communication (presentations, email outreach)
  • Ability to manage multiple outreach streams and priorities simultaneously
  • Strategic thinking with ability to translate goals into actionable outreach plans
  • Comfort with data tracking and using metrics to drive decisions
  • Ability to work collaboratively across teams and with external partners

PREFERED SKILLS

  • Experience in workforce development, apprenticeships, or education programs.
  • Familiarity with employer engagement strategies and sector partnerships.

QUALIFICATIONS

  • Bachelor’s degree or its international equivalent in public administration, policy studies, economics, business, communications, or related field (or equivalent experience).
  • 5+ years of experience in apprenticeships, marketing/sales, employer engagement, workforce programs, or partnerships.
  • Demonstrated experience building and managing external relationships.
  • Experience working with diverse stakeholders, including employers, nonprofits, and public sector partners.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard

Technology to be Used

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements

  • 10% - 25%

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.  For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.

 

Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
