Employment in this role is conditional upon successful execution of the contract by the client.
The current period of performance is scheduled to end on June 30, 2029; however, the client retains the unilateral right to extend the contract beyond this date by exercising one or more option periods, subject to the terms, conditions, and funding provisions of the awarded contract
The Work
The Application Program Manager Specialist will oversee and coordinate software release management processes and activities across multiple projects. This role requires a dynamic individual with strong organizational, technical, and communication skills to ensure successful planning, execution, and post-release support.

Responsibilities
- Release Planning and Coordination:
- Create and manage the release calendar to align schedules across concurrent projects.
- Coordinate release scope, sequencing, and dependencies with development, QA, and UAT teams.
- Lead release planning and go/no-go meetings to ensure visibility of risks and open items before deployment.
- Process Management:
- Define and enforce release management processes, including criteria for release readiness, approval gates, and rollback plans.
- Continuously refine release management practices and templates to drive consistency and scalability across engagements.
- Deployment Activities:
- Supervise deployment activities across environments (development, testing, staging, production) in collaboration with technical teams.
- Maintain comprehensive release documentation, including release notes, change logs, and post-release performance reports.
- Risk Management:
- Identify, track, and mitigate release risks, ensuring timely communication and escalation of issues that may affect delivery timelines or client commitments.
- Post-Release Support:
- Monitor post-release activities to ensure process stability and facilitate rapid resolution of any issues encountered after deployment.
- Deliver feedback for ongoing improvements to the release lifecycle.
- Other duties as assigned.
Qualifications
Here’s What You Need
- 4+ years of experience in release management, deployment coordination, or similar roles within software implementation or technology consulting environments.
- Bachelor’s degree in a relevant field.
- ITIL certification or equivalent expertise.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
Minimum Skills:
- Exceptional interpersonal skills with the ability to communicate in a clear, professional, and articulate manner.
- Exceptional verbal and written communication skills.
- Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.
- Ability to analyze systems and procedures
- Strong multitasking skills with the ability to manage multiple design streams across concurrent work effort.
- Must be self-motivated and able to work well independently as well as on a multi-functional team.
- Ability to handle sensitive and confidential information appropriately.
Preferred Qualifications:
- Strong understanding of SDLC, environment management, and change control processes.
- Familiarity with release or work-tracking tools such as Jira, Azure DevOps, ServiceNow, or similar platforms.
- Proven ability to manage multiple release schedules simultaneously in high-pressure scenarios.
- Strong stakeholder management and communication skills to effectively navigate between technical and business teams.
- Experience working with federal or state government agencies.

Working Conditions
