The Agile Development Lead is responsible for maintaining technical excellence across the software development lifecycle, including cloud-native application development, DevSecOps integration, automated testing, security compliance, system integration, and operational support. The position ensures solutions are designed to be scalable, maintainable, secure, and aligned with enterprise architecture standards while supporting continuous delivery and iterative improvement of GSAFleet.gov capabilities.

Responsibilities

• Lead one assigned Agile Product or O&M team through refinement, design, development, testing, deployment, and support.
• Work with Product Managers and Product Owners on stories, estimates, acceptance criteria, sprint commitments, and dependencies.
• Apply peer review, automated testing, secure development, CI/CD, Jira evidence, and the Definition of Done.
• Maintain code, configuration, test results, deployment artifacts, and as-built documentation; report progress and impediments.
• For Agile Product assignment, focus on new capabilities, Managed Services, integrations, and accepted product outcomes.
• For O&M assignment, focus on production defects, minor enhancements, incident resolution, release verification, stability, and technical debt.
• Coordinate architecture and shared components with the Lead Solution Architect and other team.
• Other duties as assigned

Qualifications

• Bachelor’s Degree in a related field
• 10+ years of experience developing software applications in an Agile development environment.
• Must be able to undergo a Tier 2S Investigation and receive a favorable investigation/adjudication outcome
• Successfully pass background and drug screening

Preferred Qualifications:

• Lead software delivery for fleet or comparable asset systems involving ordering, vehicle records, maintenance, billing, or APIs
• DevSecOps (e.g., AWS Certified Developer – Associate, AWS Certified DevOps Engineer – Professional) or Agile (e.g., PMI Agile Certified Professional (PMI-ACP), Certified SCRUM Master (CSM))

Knowledge, Skills and Abilities:

• Demonstrated experience developing cloud-native solutions in accordance with industry best practices.
• Demonstrated experience operating and developing solutions in a DevSecOps environment.
• Demonstrated team-leadership experience in an Agile development environment.
• Experience managing a software codebase using open-source-style development and maintenance practices is desired.
• Ability to analyze user needs and translate them into software designs, application code, tests, and deployable functionality.
• Ability to lead an Agile development team, coordinate technical implementation, resolve blockers, and collaborate effectively with Government Product Managers/Product Owners.
• Ability to analyze and design application data structures and coordinate database development as necessary.
• Strong knowledge of secure software development, peer code review, automated testing, CI/CD, DevSecOps, and technical documentation.
• Ability to maintain delivery discipline across backlog refinement, sprint planning, development, testing, deployment, and operational support.
