The Arizona Department of Agriculture (AZDA) is seeking an experienced and highly motivated individual to join our team as an Administrative Services Officer 2. Under the direction of the Agriculture & Food Systems Support Division (AFSSD) Administrator, this individual oversees program funds, directs annual budget planning, prepares reports, manages grants & contracts, and strategic resources allocation. As well as provide detailed administrative oversight of planning and executing outreach events, asset tracking, logistics, vendor coordination, marketing, records control, and training. This position serves as a key point of contact for stakeholders and responds to inquiries to enhance community support and expand the reach and impact of AFSSD.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
• Develop, administer, and monitor AFSSD’s operating and programmatic budgets to ensure fiscal integrity, compliance, and alignment with strategic goals. Lead budget planning and forecasting processes, prepares detailed financial analyses, projections, and variance reports, and provides data-driven recommendations to leadership.
• Oversee the full life-cycle of grants, contracts, and intergovernmental agreements; including budget development, scopes of work, fiscal compliance, and performance reporting. Evaluate funding requests, identify and implement mid-year adjustments and develop budgets for new or expanding programs considering staffing, operations, and sustainability.
• Coordinate closely with Fiscal Services, Program Managers, and Assistant Director for informed decision making, optimizing resource allocation and maintaining transparency across multiple funding streams. Manage the annual budget request process, review and refine budget drafts, and ensure timely, accurate documentation and reporting to internal and external stakeholders.
• Manage multiple statewide outreach programs that support communities across Arizona, coordinating activities and ensuring effective program delivery. Lead efforts to expand the reach and impact of these programs, fostering collaboration with internal teams and external partners to strengthen community engagement.
• Manage division administrative functions such as travel planning, authorization and reimbursements for division staff, as well as grant review evaluators. Oversee administrative operations, including management of capital equipment and department surplus. Manage sensitive records, grant evaluator data, payroll completion, ensure strict compliance to record retention and disposal policies. Conduct division on-boarding of new staff, ensuring all administrative requirements are met.
• Lead and actively participate in the planning and coordination of small, mid-sized, and large conferences, stakeholder meetings, training sessions, and community outreach events. Collaborate with internal teams and external partners to manage event logistics, including venue selection and contracting, vendor coordination, and compliance with accessibility and regulatory standards.
• Develop comprehensive event communications, marketing materials, and outreach strategies to increase participation and enhance visibility among target audiences. Effectively distribute information through various platforms and networks to strengthen community engagement. Conduct thorough post-event evaluations to assess impact, gather feedback for improvements of future events.
• Respond to complex inquiries from constituents, industry leaders, and policymakers by researching and interpreting relevant laws, regulations, agency policies and stakeholder feedback. Manage internal communications and special projects, drafting professional correspondence, briefing materials, and internal guidance documents that support informed decision-making and consistent messaging across the division.

Knowledge of:
• Public sector budgeting principles, financial reporting, and grant management (state, federal, and intergovernmental).
• Arizona’s agricultural and food systems, including key stakeholders and community programs.
• State procurement laws, travel policies, and personnel systems.
• Event planning logistics and public outreach strategies.
Skills In:
• Budget forecasting, data analysis, and financial planning.
•Project management, including scheduling, tracking deliverables, and cross-team coordination.
• Verbal and written communication, including professional correspondence and report writing.
• Use of enterprise systems for budgeting, HR, procurement, and recordkeeping.
Ability to:
• Interpret and apply complex regulations, contracts, and agency policies.y.
• Represent the division professionally in high-level meetings and public forums.
• Supervise, guide, and evaluate staff and delegate tasks effectively.
• Maintain confidentiality, manage multiple priorities, and work independently with minimal oversight.
| Selective Preference(s): |
This ideal candidate for this position will have:
• Two years of experience managing budgets and three years of experience in event management.
| Pre-Employment Requirements: |
• In-state travel is required. Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
