Lead all estimating and preconstruction functions for utility capital programs, including transmission, distribution, and gas infrastructure. Oversee bid strategies, cost modeling, and risk evaluation to ensure competitive and profitable project proposals.

Lead the development of detailed cost estimates and proposals for complex transmission and substation power projects. Collaborate cross-functionally to validate scopes of work, identify risks, and create competitive pricing strategies.

Acts as the primary liaison between the program and subcontractors, managing the RFP process and ensuring compliance with regulatory requirements. Responsible for coordinating bid events, scoring proposals, and managing subcontractor prequalification and onboarding.

The Estimator II prepares accurate bid estimates and cost documentation for medium to large Transmission & Distribution and substation projects. They coordinate with cross-functional teams to manage bid strategies, monitor awarded contracts for scope changes, and identify construction risks.
