The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.

In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities, and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations. to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.

FHI 360 is seeking qualified candidates for a Website Systems Administrator to be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian and English is required.

Job Summary:

Reporting to the EpiC Ukraine Technical Advisor, Global Health Security Coordination (CPH), the Website Manager is the main point-of-contact between Center for Public Health (CPH) and IT vendors for the EpiC Ukraine. This position will oversee all vendors’ workplans, deliverables, and day-to-day engagement to ensure that the CPH website is developed according to approved requirements, thoroughly tested, and delivered in line with agreed quality standards.

The Website Manager will support the development, testing, and launch process by tracking progress, coordinating quality assurance, identifying blockers, and helping resolve issues in a timely manner with the vendor, EpiC technical teams, FHI 360 headquarters staff, and CPH employees.

After launch, the Website Manager will be responsible for ongoing website administration, including hosting management, system configuration, security updates and patches, backup and restore procedures, routine maintenance, and coordination of any technical issues affecting website availability, performance, or security.

Accountabilities:

• Lead the overall coordination of the website development, testing, and launch process across all involved teams.
• Serve as the main liaison between the organization, the website development vendor, and relevant stakeholders.
• Review the Terms of Reference and related project documentation to ensure that requirements, deliverables, timelines, roles, and acceptance criteria are clear, complete, and feasible.
• Monitor progress against approved timelines, objectives, and deliverables, and escalate risks, blockers, or delays as needed.
• Coordinate clarification of functional, content, design, and operational requirements during implementation.
• Oversee quality assurance and user acceptance testing, including tracking defects, requested corrections, and their resolution before launch.
• Support launch readiness by coordinating final reviews, approvals, content readiness, access arrangements, and operational handover.
• After launch, oversee routine website administration, including hosting management, configuration, security updates, backup and restore procedures, maintenance, and coordination of technical support.
• Provide support to internal users involved in website content management and operations.
• Perform other related duties as assigned.

Education Qualification & Experience

• Professional Background: 5-8 years of experience with server administration and networking functions
• Education: Bachelor's degree or its International Equivalent in Computer Science, Computer Engineering, Information Technology, Management Information Systems or Related Field. Demonstrated IT project management experience and skills.
• Documentation Skills: Proven experience working with technical documentation, ToRs, instructions, and regulations.
• Languages: Professional proficiency in written and spoken English; native/fluent Ukrainian.
• Articulate and professional, with the ability to communicate clearly and constructively with clients and staff.
• Server OS: Experience with Linux Servers.
• Web Servers: Experience configuring Apache and/or Nginx web servers.
• CMS: Practical experience with one or more platforms (e.g., Drupal, WordPress, Joomla, etc.).
• Core Skills: Basic knowledge of HTML, CSS, JavaScript, PHP, and MySQL.
• Tools: Proficiency with Linux CLI, SSH, and hosting panels (cPanel, ISPmanager, Plesk).
• Web Security: Working knowledge of website security principles, including SSL certificates, access controls, user permissions, and basic threat prevention measures.
• Backups and Recovery: Experience with backup and restore procedures, including configuring, managing, and verifying backup systems.
• Disaster Recovery: Experience supporting disaster recovery planning and implementation, including backup validation, restoration procedures, recovery testing, and documentation of recovery processes.
• Website Monitoring and Alerting: Basic understanding of website availability, performance, and infrastructure monitoring tools, such as UptimeRobot, Zabbix, Nagios, or equivalent platforms, including alert configuration and incident notification.
• CDN: Experience with services like Cloudflare.
• Prior experience in a non-governmental organization (NGO) preferred
   

Preferred Assets:

Basic understanding of SEO and web analytics (Google Analytics, Search Console).

Travel Requirements:

• Less than 10%

The position will be based in the Center for Public Health of the Ministry of Health of Ukraine office in Kyiv, Ukraine.

The expected hiring salary range for this role is UAH  680,000 - 950,000 for annual  basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget.
