The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity
across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment
services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find
work, and maintain economic stability. It partners with education providers, workforce boards, and employers
to align training with labor market needs and oversees labor programs that promote fair and safe workplaces.
This is a federally funded time limited (FFTL) position. This means it is a position that is paid entirely as
the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that
funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for
the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-
merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit)
employee in a permanent position.
This position will have access to confidential and sensitive information. The successful
candidate will be required to ensure the safeguarding and security of all confidential and
sensitive information and will be required to complete trainings, sign acknowledgments,
follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of
confidential and sensitive information while employed and after employment ends.
Responsibilities include but are not limited to the following:
- Conducts hearings on disputed unemployment insurance benefit claims regarding appeals from determinations
of the agency. Administers oath to witnesses and receives verbal and documentary evidence from parties and
their witnesses. Determines admissibility of evidence and resolves objections.
- Issues written decisions on cases that contain all legal elements and findings of fact, affirming,
revising, or otherwise modifying determinations of the agency.
- Maintains working knowledge of current unemployment insurance laws and regulations and applies those laws
and regulations to individual cases by attending trainings and meetings.
- Performs other duties as required.
