Public Consulting Group, LLC. is currently seeking a Title IV-E Licensing Specialist. This position will be part of the team responsible for PCG’s federal revenue management for the Wisconsin Department of Children & Families (DCF), the agency that manages foster care and other child welfare activities in Wisconsin.

Overall Responsibilities:

Public Consulting Group, LLC. is currently seeking a Title IV-E Licensing Specialist. This position will be part of the team responsible for PCG’s federal revenue management for the Wisconsin Department of Children & Families (DCF), the agency that manages foster care and other child welfare activities in Wisconsin.  

The Title IV-E program provides federal reimbursement to states for costs associated with children placed in out-of-home care.  The Title IV-E Licensing Specialist is responsible for working directly with county and private child welfare agencies to ensure all licensing guidelines are met accordance with state and federal guidelines.

An ideal candidate will be a team player with excellent attention to detail and organizational skills who is interested in supporting the work of state government and/or human service organizations.

Specific Responsibilities:

  • Work with county and private child welfare agencies to ensure all federal and state licensing guidelines are met.
  • Coordinate with county and private agency staff to verify all child welfare licenses are entered into the state’s child welfare information system, including entering any missing information.
  • Ensure compliance with all caregiver background check requirements for all staff working in DCF licensed congregate care facilities, uploading the results to the state’s child welfare information system, and alerting DCF to any individuals who present with a bar to employment.
  • Identify and verify all federal and state required caregiver background checks have been completed, and documented, for foster homes, adoptive homes, and facility staff prior to the claiming of federal title IV-E funds for children in out-of-home care.
  • Maintain specific employee caregiver background check data for private facilities in eWiSACWIS or another state approved database.
  • Understand and apply the federal rules governing Title IV-E licensing for foster care and adoption placements.
  • Monitor performance standard measurements for licensing activities.
  • Provide information and technical assistance to client or outside agencies.
  • Participate in state and federal audit inquiries regarding the licensing process.
  • Maintain positive working relationship with the client and colleagues.
  • Foster information sharing and open discussion among colleagues.
  • Travel within Wisconsin, as needed.

Required Skills:

  • Ability to understand and interpret federal and state laws and regulations.
  • Excellent written and verbal communication and client-facing skills.
  • Ability to work independently and within a team.
  • Ability to prioritize responsibilities.
  • Ability to effectively use Microsoft Office applications, including Excel, Word, and Outlook.
  • Proficient in written and spoken English.

Required Experience:

  • Bachelor’s degree preferred
  • 0-2 years of relevant work experience

Compensation:

Compensation for roles at Public Consulting Group varies depending on a wide array of factors including, but not limited to, the specific office location, role, skill set, and level of experience.  As required by applicable law, PCG provides a reasonable range of compensation for this role. In addition, PCG provides a range of benefits for this role, including medical and dental care benefits, 401k, PTO, parental leave, bereavement leave.

Range: $46,100 - $55,000

PCG does not sponsor newly hired foreign national workers for work authorization, including H-1B sponsorship.
