Position Summary

Buckley Cable Construction is seeking an experienced Telecommunications Billing Specialist with a strong understanding of HFC (Hybrid Fiber-Coaxial) construction and/or FDX (Full Duplex) network technology.

This position will be responsible for reviewing completed telecommunications construction work, validating billable units and supporting documentation, preparing accurate billing, and working with Operations and Project Management to resolve discrepancies that could delay invoicing.

Previous Comcast billing experience is a strong plus.

We are looking for someone who understands telecommunications construction and can recognize the difference between what was designed, what was actually built in the field, and what should ultimately be billed to the customer.

Key Responsibilities

  • Prepare and process billing for completed OSP telecommunications construction projects.
  • Review completed FDX and HFC construction work for billing accuracy.
  • Validate billable construction units, quantities, footage, materials, and applicable rate codes.
  • Compare field production and completed construction against designs, maps, work orders, and supporting documentation.
  • Identify missing or incorrect billing information before invoices are submitted.
  • Work closely with Project Managers, Field Supervisors, Construction Coordinators, and administrative staff to resolve billing discrepancies.
  • Verify that required documentation is complete and supports the units being billed.
  • Track completed work that has not yet been billed and help prevent revenue from aging or being missed.
  • Maintain accurate billing records and project documentation.
  • Research rejected, disputed, or questioned billing and coordinate corrections.
  • Assist with reconciliation between completed production, customer-approved quantities, and invoiced amounts.
  • Follow customer-specific billing procedures and requirements.
  • Maintain organized documentation to support customer billing reviews and audits.
  • Communicate outstanding billing issues and missing documentation to Operations in a timely manner.

Qualifications

  • Previous experience with telecommunications construction billing strongly preferred.
  • Knowledge of HFC construction and/or FDX network construction required.
  • Understanding of common aerial and underground telecommunications construction activities and billing units.
  • Ability to read and interpret construction prints, designs, maps, work orders, and field documentation.
  • Strong attention to detail and ability to identify discrepancies in quantities and supporting documentation.
  • Strong organizational and follow-up skills.
  • Ability to manage a high volume of projects and billing items simultaneously.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Excel and other standard business applications.
  • Experience working with construction management, customer portal, or billing systems preferred.

Preferred Experience

Comcast billing experience is a significant plus, particularly experience involving HFC, FDX, OSP construction, construction unit billing, customer portals, or project closeout.

Candidates with experience working for a telecommunications contractor, cable operator, or OSP construction company will be strongly considered.

What We're Looking For

The ideal candidate is not simply processing invoices. We are looking for someone who understands telecommunications construction and how completed field production translates into customer billing.

This person should be able to look at a project, understand the construction that took place, identify what should be billable, recognize when information is missing or incorrect, and work with the Operations team to get issues resolved quickly.

Accuracy and follow-through are critical. Our objective is to ensure that completed work is documented correctly, billed accurately, and submitted without unnecessary delays.
