AI Summary

The Technical Program Manager will own the engineering work lifecycle, translating roadmaps into actionable sprints and managing cross-departmental dependencies. They will also be responsible for building internal program management processes and ensuring scope boundaries are maintained within a lean team.

Company Description

911 is the front door to American healthcare — and for millions of people, it's the wrong one. Americans place an estimated 240 million calls to 911 every year, and roughly 70–80% of EMS responses end in an ambulance ride to the emergency department — even when the patient doesn't need emergency-level care. The system was built to transport, not to navigate.

Crosswalk Health is building the navigation layer 911 was never designed to have. We partner with first responder agencies, community providers, and payors to route patients in crisis to the right care, in the right setting, at the right time.

EMS is one of the most critical entry points in healthcare, and one of the most underutilized. We're changing that — aligning incentives across payors and providers to drive down costs at every level of the system, improve outcomes, and get high-needs populations the care they actually need.

About the Role

Every day, people in crisis call 911. Many of them don't need an emergency room. They need the right care, in the right setting, at the right time. Instead, they're transported to ERs, costs compound, and outcomes suffer.

We're seeking our first Technical Program Manager to turn roadmap into sprint. You'll own how engineering work gets scoped, sequenced, and delivered, so engineers can open the backlog and execute rather than stay at the altitude of requirements gathering.

This is not a role for someone who wants a finished playbook to execute. On a lean team, you'll build the process yourself, work across departments, and be a trusted partner to engineering leadership. The TPM will report directly to our Director of Engineering, Carli Miller.

If you want to define how a role like this works from day one, in a space where nobody's built the right platform yet, keep reading.

What You'll Do

  • Turn Roadmap into Sprint: Take the roadmap, break it into measurable pieces, and get it into sprints so the work is already taking shape when engineers pick it up.

  • Run the Engineering Work Lifecycle: Own the mechanics of managing work, from scoping through delivery, so the team can focus on building.

  • Manage Dependencies: Work with people across departments, often interdepartmentally, to make sure dependencies are accounted for and deliverables stay on track.

  • Protect Scope: Set limits and boundaries to prevent scope creep, and be realistic and transparent about what we can deliver and what the tradeoffs are.

  • Build the Process: Create the program management practices that fit a lean, fast-moving team rather than importing a heavy framework.

  • Work AI-Native: Use AI tools, such as pointing an AI coding assistant at our repo, to quickly understand how we've modeled things and how our flow works, and to unblock yourself when you hit a wall.

  • Navigate Healthcare Constraints: Account for compliance and data-sensitivity considerations, such as PHI, when scoping and sequencing work.

What We're Looking For

Requirements:

  • Program Management Experience: 2-5 years of experience as a TPM or in a closely related role.

  • Full Lifecycle Experience: Proven ability to take work from roadmap to scoped backlog to sprint, and to manage it through delivery.

  • Cross-Functional Coordination: Comfort working with multiple stakeholders and departments to manage dependencies and keep commitments.

  • Judgment on Scope and Tradeoffs: Ability to say what's realistic, hold boundaries, and communicate tradeoffs clearly.

  • AI-Native Mindset: Comfortable using AI tools in how you reason about problems and get unstuck.

  • Builder Mentality: Excited to create process from scratch on a lean team.

Preferred Qualifications:

  • Healthcare or health tech experience, including familiarity with PHI, data sensitivity, and healthcare compliance. Not required for the right candidate.
