SUMMARY
Provide software development support and services for the U.S. Census Bureau (USCB) 2026 Census Test requirements. Provide IT and cloud consultative services and oversee all aspects of the program. Oversee the Census 2026 Test Requirement Program and provide administrative contract control.
ESSENTIAL DUTIES & RESPONSIBILITIES
- Provide written insight to developer tasks as well as a summary of any management activity such as meetings with customers.
- Organize, direct, and manage all aspects of contract operational support functions involving multiple complex and interrelated project tasks, including managing teams of Contractor personnel across multiple locations.
- Provide overall direction and leadership for program activities and serve as the primary Technical Point of Contact (TPOC) to the USCB.
- Manage and maintain interface with senior levels of the customer’s organization and coordinate with client and contractor personnel to address project requirements and resolve issues.
- Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project schedules, budgets, costs, and contractual obligations.
- Determine project objectives and contribute to the development of comprehensive project plans.
- Define project requirements, assign responsibilities, and coordinate team activities to ensure successful completion of project objectives.
- Develop, establish, and maintain the Integrated Management Schedule (IMS) and monitor project progress against established baselines.
- Analyze, evaluate, and forecast project status against the baseline schedule and assess the impact of design, construction, or other project changes on schedule and budget.
- Coordinate all project activities to ensure objectives are achieved within established schedules and budgets.
- Conduct site visits to verify project progress, identify potential and critical issues, and work with project teams to develop recovery plans and update schedules and budgets as needed.
- Maintain responsibility for project budgeting and cost management and develop and maintain detailed cost control systems in coordination with Procurement, Engineering, and Finance.
- Perform analytical reviews of cost reporting documentation and present variance analyses, cost status reports, and forecasts to project management and the client.
- Establish and maintain technical and financial reports to communicate project progress, status, and performance to management and customers.
- Provide advanced subject matter expertise, management knowledge, and technical analysis for highly specialized applications and operational environments.
- Provide high-level functional systems analysis, design, integration, documentation, training, implementation guidance, and recommendations for complex technical challenges.
- Provide IT and cloud consulting services and collaborate with clients and engineering teams to develop effective technical solutions.
- Provide technical leadership and develop practical and cost-effective solutions to complex client technical challenges.
- Analyze requirements and potential solutions for technical and economic feasibility and independently manage multiple phases of complex projects.
- Coordinate with senior management and client personnel to resolve technical issues and ensure successful delivery of project requirements.
- Analyze complex project-related problems and develop innovative solutions involving schedules, technology, methodologies, tools, solution components, and financial management.
- Develop short- and long-range plans for application selection, systems development, systems maintenance, production activities, and required support resources.
- Manage multiple projects and supervise Team Leads to ensure effective execution of project activities and deliverables.
- Report project schedule, budget, cost, and performance status to appropriate project and company management, as well as the client.
- Organize and assign responsibilities to subordinate personnel and oversee the successful completion of assigned tasks.
- Support business development and marketing personnel in identifying and pursuing potential business opportunities.
- Report regularly to the Director of Information Systems Solutions.
- Maintain regular and punctual attendance.
- Perform other duties as assigned.
SUPERVISORY RESPONSIBILITIES
Supervise Team Leads.
Requirements
MINIMUM QUALIFICATIONS
- Eight (8) years of experience in related fields, including Information Technology, Program Management, and Project Planning. A Bachelor’s degree with eight (8) years of relevant experience is acceptable.
- Must obtain and maintain any necessary USCB security access and/or background checks.
DESIRED QUALIFICATIONS & SKILLS
- Technical experience meeting tight development schedules within the prescribed project times as projected by the development team.
- Ability to support multiple development projects simultaneously on a weekly basis.

Work is expected to be remote; however, the company reserves the right to require onsite work.
PHYSICAL DEMANDS
Position consists of sitting for long periods of time, using hands/ fingers, handling, reaching with hands and arms, speaking, or translating. Periods of walking, standing, bending, kneeling, stooping, crouching, and lifting equipment weighing up to 30 pounds. Moderate to extended periods of office work with heavy periods of computer usage.
